The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is soliciting a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract for blood and blood components to supply the Louis Stokes Cleveland Veterans Affairs Medical Center, with proposals due June 18, 2026. Place of performance is Cleveland, Ohio 44106. The contractor must supply blood and blood components for inpatient and outpatient clinical services including emergency trauma resuscitation, surgical support, oncology, hematology, intensive care, and transfusion therapy. All products must meet FDA requirements including ABO and Rh typing, infectious disease screening, and AABB standards. The contractor must maintain FDA registration under 21 USC 360, hold a valid U.S. Biologics License under 42 USC 262, and maintain AABB accreditation. Specific product requirements include red blood cells with minimum seven days shelf life, apheresis platelets with minimum one day shelf life, and cold-stored platelets for emergency and trauma situations. Services must be available 24/7/365, with routine deliveries within 24 hours of order placement and emergency STAT deliveries within two hours.
