About this opportunity
The US Army Contracting Command, Rock Island Arsenal is conducting market research through this pre-solicitation notice to identify contractors capable of providing one Block Pallet Machine with installation and training services for the Blue Grass Army Depot. The procurement is categorized under NAICS 321920 (Wood Container and Pallet Manufacturing) and PSC 3990 (Miscellaneous Materials Handling Equipment). The primary objective is to replace the current manual pallet production process with a fully automated system capable of producing 70 pallets per hour, a significant increase from the existing 12 pallets per hour. Key requirements include compliance with military specifications MIL-DTL-15011K and ASTM D6199 standards, utilization of Group IV hardwood species, and equipment specifications such as Everwin or better pneumatic framing nailers with a Programmable Logic Computer for system management. The government will evaluate market capacity through submitted company information including organization credentials, CAGE code, business size, product availability, and delivery lead time. The deadline for interested parties to submit information is December 1, 2025.
This pre-solicitation notice does not utilize a set-aside designation, meaning the procurement will be conducted on a competitive basis. The contract specifications require the contractor to deliver the machine with 4 days of installation assistance, manufacturer training, transportation to Richmond, Kentucky, and provide a 5-year warranty on the mainframe and gantry with a 60-day warranty on pneumatic components. Performance acceptance criteria include a demonstration of 70 pallets per hour production rate across a full range of hardwoods and achieving 1,000 hours mean time between failures. The project specifications indicate compliance with additional requirements including personnel and facility security clearances, the Berry Amendment, and the Service Contract Act. Prospective contractors should note that the small business size standard for this NAICS code is 500 employees, and responses should be directed to Contract Specialist Brianne Johnson via electronic submission.
