About this file
This document is a Draft Statement of Work (SOW) for a Block Pallet Machine for the Blue Grass Army Depot (BGAD) Box and Crate Shop. The objective is to replace the current manual pallet production process (12 pallets/hour) with a fully automated system capable of producing 70 pallets per hour. The system requires Everwin or better pneumatic framing nailers and includes specific components such as a deck nailer, deck transfer, secondary nailer, post nailer, nail clincher, flipper, stacker, and two collection/staging tables. A Programmable Logic Computer (PLC) will manage system analytics and control.
The SOW specifies that the system must use Group IV hardwood species (Beech, Oak, Birch, Pecan, Hackberry, Rock Elm, White Ash, and Hickory) and comply with military specifications MIL-DTL-15011k and ASTM standards. Acceptance criteria include a demonstration of 70 pallets per hour production rate with a full range of hardwoods, achieving 1,000 hours mean time between failures (MTBF). The contractor will provide 4 days of installation assistance, manufacturer training, transportation from the manufacturer to Richmond, KY, and a 5-year warranty on mainframe and gantry, with a 60-day warranty on pneumatic components.

Block Pallet Machine DRAFT Statement of Work
C.1.0 SCOPE:
C.1.1. Background: The Box and Crate Shop currently produces block pallets by hand at a rate of 12 pallets per hour. The electric service and air supply system are configured for the subject equipment.
C.1.2. Purpose: Producing by hand requires a larger crew to achieve 1/5th the production rate of a fully automated system (70 pallets/hr). Producing by hand requires constant intermingling of hands and power tools.
C.1.3. Objective: The objective is to fit the Box and Crate shop with a fully automated block pallet system (purpose made) capable of fabricating block pallets at a rate of 70 pallets/hr, satisfying Army Specification MIL-DTL-15011k. Wood material will meet ASTM D6199 and consist of Group IV hardwood species specified therein (Beech, Oak, Birch, Pecan, Hackberry, Rock Elm, White Ash, and Hickory).
This fully automated system shall be seamless in compatibility with existing air supply, electric, physical footprint, and envelope. The system shall include a PLC for analytics, performance maximization, and programmable firing control.
C.2.0 APPLICABLE DOCUMENTS:
Specs:
MIL-DTL-15011k
MIL-DTL-117,
MIL-PRF-61002
Standards
ASTM F1667
ASTM D6199
MIL-STD-129
MIL-STD-1916
C.3.0 CONTRACTOR REQUIREMENTS:
C.3.1. The Contractor shall provide all parts, equipment, and training for a fully automated block pallet system with a production rate that can reach 70 pallets per hour.
Controls will perform system diagnostics to queue maintenance events, programmable firing (patterns/speeds/pressures), and gantry speed to maximize efficiency and performance.
C.3.2. Parts and Equipment
The block pallet system shall use Everwin or better pneumatic framing nailers 1 x Deck nailer (Deck Matte Nailer) 1 x Deck transfer (deck matte transfer) 1 x Secondary nailer (2nd Nailer)
DRAFT
1 x Post (Block) nailer 1 x Nail Clincher 1 x Flipper 1 x stacker 2 x Collection/staging tables 1 x Programmable Logic Computer to perform system analytics, performance maximization, and programmable firing control 1 x 4 Days and 2 Manufacturer Representatives will be on site to provide installation assistance and training as needed 1 x Mobilization / Transportation from Manufacturer to Richmond KY 1 x Warranty 5-year materials and workmanship mainframe and gantry of nailer and the stacking system mainframe, 60-day material and workmanship for pneumatics
C.4.0. INSPECTION and ACCEPTANCE:
C.4.1 Acceptance Criteria
Final acceptance will take place onsite at BGAD, when the following is satisfied.
Those contractor personnel responsible for assisting with installation of equipment and providing training must be able to gain visitor access (DES Form 190-4) via NCIC-III upon entry to the installation. A crew of 4 operators shall demonstrate a production rate of 70 pallets per hour. This representative sample will consist of a full range of hardwood used by BGAD Box and Crate Shop. The manufacturer shall provide a formal statement that the system can achieve 1,000 hours mean time between failures (MTBF). The Manufacturer shall provide all manuals necessary for operations and maintenance, including bills of materials (BoM).
Final acceptance of the services, equipment, materials, documentation and procedures called for in this Statement of Work (SOW) will be performed by the Contracting Officer based upon the inspection and recommendation of the COR.
Failure to comply with the requirements throughout section 4 (Contractor Requirements) of this SOW will be grounds for rejection. Upon rejection, the Government will have the authority to terminate the contract.
