About this opportunity
The Bureau of Land Management Idaho Region seeks lop and scatter services on 824 acres of pinyon-juniper fuels reduction approximately 10 miles south of Montrose, Colorado, with quotes due June 11, 2026, at 9:00 a.m. Mountain Daylight Time. This is a total small business set-aside under NAICS 115310, Support Activities for Forestry.
Place of performance spans Northern Units (Sections 4, 5, 7, 8, 9, 17, 18) and Southern Units (Sections 29, 32, 33, and Section 5 of T46N R9W) on BLM land in southwestern Colorado within Montrose and Ouray Counties. Work must be completed between September 1 and October 13, 2026, with a 30-day completion window from work commencement.
The contractor must cut all live and dead pinyon-juniper trees with a diameter at root collar height of 6 inches or less and trees 8 feet or shorter in height, with stumps no more than 4 inches tall and no live limbs remaining. Cut material must be scattered a minimum of 50 feet from roads, trails, and fencelines, lopped below sagebrush height with no pieces exceeding 18 inches, and no concentrated piles are permitted. Hand cutting only is required using gasoline, battery-powered, or non-powered tools; self-propelled cutters and off-road vehicle travel are prohibited. Work hours are restricted to 8:00 a.m. to 5:30 p.m. Mountain Standard Time. The contractor must furnish cutting equipment, transportation, sanitary facilities (one port-a-potty per 15 employees), and an on-site English-speaking authorized representative.
Payment is firm-fixed price based on GPS-verified completed acres meeting a 95 percent acceptable quality level standard. No unit-by-unit payment is allowed until all 824 acres meet specifications. Wage Determination 1976-1351, Revision 79, applies with prevailing wage rates ranging from $14.02 to $26.38 per hour. Questions are due June 3 at 9:00 a.m. MDT. The contracting officer is Daniel Rosales. Evaluation considers technical capability, relevant experience (minimum two completed jobs in the past five years), and total evaluated price.
