C.1.0 GENERAL:

C.1.1 Purpose: The BLM Uncompahgre Field Office (UFO) and US Wildland Fire Service are seeking to reduce concentrations of live and dead fuels (Pinyon Pine and Juniper trees) on BLM lands approximately 10 miles south of Montrose, Colorado. The object of this contract is to lop and scatter all live and dead Pinyon/Juniper (PJ) with a diameter at root collar height (DRCH) ≤ 6” and/or that are ≤ 8’ tall. The project area consists of 824 total acres which will be guaranteed upon award of this contract.

C.1.2 Description of Work:

Solicitation No. 140L3726Q0064 Page 5 of 25

The project consists of lopping and scattering PJ trees on 824 acres of BLM land adjacent to private ownership. Project specifications are listed below:

Cutting Specifications

All live and dead PJ ≤ 6” DRCH and/or all live and dead PJ ≤ 8’ tall will be cut.

Stumps will be no more than 4” tall as measured on the uphill side and will not have live limbs remaining.

Lower branches on remaining live trees (trees larger than 8’ tall) in project area will be pruned to 6’ or 1/3 of the tree height. Remaining trees should be undamaged.

Scatter Specifications

Cut material must be scattered a minimum of 50’ off all roads, trails and fencelines within the project area.

Material will not be left in concentrated piles (“windrows”), but will be dispersed lightly and evenly across the landscape.

Trees will be cut as close to the ground as possible and shall have no live branches remaining.

All trees that are cut shall be limbed, lopped and scattered below the height of the sagebrush with no cut material exceeding 18 inches in height off the ground.

Hand cutting shall include cutting with hand-carried gasoline/battery powered tools (for example chainsaws or brush cutter/clearing saws) or non-powered tools (for example: axes, brush hooks, brush axes, or loppers). Self-propelled cutters/chippers shall not be allowed; travel off existing roads and trails shall be allowed only on foot.

The project area is on ground with slopes up to 10%. Specific objectives identified in the description of work will also be communicated during the on-site pre-work meeting or during subsequent project inspections by the Government’s Project Inspector (PI) or Contracting Officer Representative (COR).

Once contract is awarded work on this project will be completed no later than 30 days after work has been started and accomplished between September 1—October 13, 2026. Consideration will be given to delays caused by bad weather or wet road conditions.

C.1.3. Project access: The project area is located approximately 10 miles south Montrose, CO.

Access to the area: Access to the project site is via county and BLM roads.. The county roads are either paved or dirt roads. BLM routes are typically dirt 2-track routes. Off-road vehicle travel is not allowed. Access to the cutting units will be by foot from roads and parking areas. The vehicle access routes can generally be traveled via a 2-wheel drive vehicle with high ground clearance. Snow conditions may make access difficult on the BLM routes.
