About this opportunity
The Bureau of Land Management Idaho Region seeks forest fuels reduction services through cut-and-pile work on approximately 200 acres of BLM land near Montrose, Colorado, with quotes due June 15 and questions due June 8. The procurement is a small business set-aside reserved 100% for Women-Owned Small Businesses, under NAICS 115310 (Support Activities for Forestry) with a $34.0 million size standard.
Place of performance is Sections 8, 16, and 17, Township 47N, Range 9W, approximately 10 miles south of Montrose in southwestern Colorado, spanning portions of Montrose and Ouray Counties. Work must occur between September 1 and October 13, 2026, and be completed within 30 days of start date.
The contractor must cut all live Pinyon/Juniper trees with diameter breast height of 6 inches or greater and all dead standing trees of 12 inches DBH or greater, leaving trees exceeding 12 inches DBH uncut. All cut material and pre-existing surface fuels between 1 and 12 inches in diameter must be piled in teepee configuration on designated Pinyon/Juniper "duff beds" to protect sensitive plant species. Work hours are restricted to 8:00 a.m. to 5:30 p.m. Mountain Standard Time due to proximity to private residences, and all vehicle travel must occur on existing designated routes with no off-road travel permitted.
The contractor furnishes all cutting equipment, transportation, equipment repair and maintenance, sanitary facilities (minimum one port-a-potty per 15 employees), and an authorized on-site representative at all times. The BLM provides treatment measurement via GPS, weekly on-site inspections, and a pre-work conference. Payment is firm-fixed-price based on inspected and completed acres with a minimum Acceptable Quality Level of 95 percent. Contractors must be registered and active in SAM and submit their Unique Entity Identifier and CAGE code with their quote. Prevailing wage rates apply under Colorado Service Contract Act wage determination 1976-1351, with rates ranging from $14.02 to $26.38 per hour plus $5.55 per hour fringe benefits. Electronic quotes must be submitted to daniel_rosales@ios.doi.gov; mailed quotes will not be accepted.
