Place of performance comprises two non-contiguous units in Mesa County: the Farmers Unit (468 acres, located 22 miles south of Grand Junction at elevations of 7,300 to 7,700 feet) and the Corcoran Peak Unit (143 acres, located 18 miles north of Grand Junction at elevations of 7,000 to 7,300 feet). Work must begin within 10 days of the Notice to Proceed, expected approximately July 15, 2026, and be completed no later than November 15, 2026 (113 calendar days). The contract is firm-fixed-price with payment based on actual acres completed, inspected, and accepted by the Contracting Officer's Representative, requiring an Acceptable Quality Level of 85 percent. Contractor must furnish equipment (skidder, tractor, or excavator with masticator/mulcher), transportation, fuel, lubricants, and repairs. Vegetation must be reduced to mulch with minimum 80 percent of woody material less than 1 inch diameter and 6 inches long, scattered evenly with no piles exceeding 8 inches deep; remaining stumps must not exceed 6 inches height. The Farmers Unit requires mastication of 50 percent of mixed mountain shrub and all juniper under 24 inches diameter at breast height; the Corcoran Peak Unit requires mastication of 75 percent of mixed mountain shrub and all juniper under 8 inches DBH in mosaic fashion. No operations are permitted between May 15 and July 15 to protect migratory birds. Ponderosa Pine of any size must be protected; noxious weed mitigation requires equipment cleaning before transport.
