About this opportunity
The Bureau of Land Management Colorado Region is soliciting quotes to construct safe and traversable Off-Highway Vehicle (OHV) trails designed specifically for children and beginners within the LO7 Open OHV Area in Rio Blanco County, Colorado. The project involves building two distinct trails - "Kids Corner" and "Beginner Plus" - with a combined length of approximately 2,145 feet, incorporating progressive difficulty features such as small hills, rocks, ramps, and various terrain elements to teach fundamental riding skills including starting, stopping, steering, and obstacle navigation. Contractors must demonstrate experience in OHV skills course design and skid steer operation proficiency, with submissions requiring a completed SF1442 form, Schedule B pricing, and technical response. The evaluation will prioritize technical capability and past performance over price, with technical capability graded on a "Meet" or "Does Not Meet" basis and past performance assessed as "Acceptable" or "Non-Acceptable" using government databases and reference checks. The solicitation deadline has been extended to August 25, 2025, with work scheduled to commence October 1, 2025, and conclude November 3, 2025.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million, though the BLM particularly encourages participation from all small business subcategories including Small Disadvantaged, Woman Owned, Service Disabled Veteran, HUBZone, 8(a), and Indian Small Business Economic Enterprises. No incumbent contractor is identified in the solicitation materials. The rough order of magnitude for this firm fixed-price contract ranges between $25,000 and $100,000, with a 30-day performance period from October 1 through November 3, 2025. Work is restricted to Monday through Friday, excluding federal holidays, and must comply with Davis-Bacon Act wage requirements for Rio Blanco County, Colorado. The trails will be constructed at the LO7 Open OHV Area located four miles south of Meeker, Colorado, with specific GPS coordinates provided for each trail's starting point, and the project requires performance and payment bonding along with active SAM.gov registration.
