About this file
This document outlines the Basis of Award for a federal contract opportunity, which will be evaluated using three primary factors: Technical Capability, Past Performance, and Price. The technical capability will be graded on a "Meet" or "Does Not Meet" scale, with offerors required to submit a technical quote describing service specifications. Past performance will be assessed using government databases like SAM.gov and CPARS, graded as "Acceptable" or "Non-Acceptable", and may involve additional reference checks if insufficient information is available.
The solicitation emphasizes that technical capability and past performance are more important than price when determining the award. Vendors must provide a completed price schedule and will be evaluated among offers determined to be technically acceptable with satisfactory past performance on projects of similar size and scope. The government retains discretion in assessing past performance, which may include prior knowledge, previous experience, customer surveys, or other reasonable bases for evaluation.
