About this opportunity

The Bureau of Land Management Colorado State Office is seeking professional services to complete a National Register of Historic Places nomination for the Dominguez Canyon Art National Register project, specifically documenting fourteen rock art sites within a 725-acre historic district in Big and Little Dominguez Canyons. The contractor must prepare comprehensive nomination forms that meet National Park Service and Colorado Office of Archaeology and Historic Preservation standards, including archival research, site documentation, feature descriptions, plan maps, and digital photographs. Key requirements include maintaining an active SAM.gov registration, holding a current Colorado BLM Permit for Archaeological Investigations, and the ability to quickly obtain a Cultural Resource Use Permit for the Tres Rios Field Office. The evaluation will be based on price and other factors, with technical approach and past performance combined being approximately equal to price in importance, meaning the award may not go to the lowest-priced offeror. The response deadline is September 18, 2025, at 1400 Eastern Time, with quotes to be submitted via email to the contracting officer and specialist.

This opportunity is designated as a Total Small Business set-aside under FAR 19.5 for NAICS code 541720 with a size standard of $28 million. No incumbent contractors are identified in the solicitation documents. While no specific award value is stated, the contract is structured as a firm fixed-price arrangement with three deliverable milestones: a preliminary letter report (25% payment), draft nomination forms (50% payment), and final nomination forms with site documentation (25% payment). The period of performance runs from October 1, 2025, to September 30, 2026, with fieldwork required to be completed within six months and the total project within twelve months of contract award. The work will be performed in the Grand Junction, Colorado area, specifically at the Dominguez-Escalante National Conservation Area located approximately 22 miles southeast of Grand Junction.
