About this opportunity
The Bureau of Land Management's Colorado Little Snake Field Office is seeking a contractor to perform parking lot improvements and construction services at the Sand Wash Recreation Site in Maybell, Colorado. The project includes comprehensive site improvements such as parking lot enhancements, installation of a precast concrete toilet building with vault, construction of an ADA-compliant concrete parking area, and installation of various site amenities including parking delineators, concrete wheel stops, boulders, a kiosk, precast concrete tables, and cabanas. Contractors must demonstrate technical capability through a detailed execution plan, construction schedule, and past government experience, particularly with BLM Colorado operations. The contract will be awarded using a Best Value with Trade Offs methodology, where technical capability and past performance are weighted more heavily than price alone. The original proposal due date of June 23, 2025 has been extended to June 30, 2025, with proposals to be submitted electronically to Contracting Specialist Patrick Frost at pfrost@blm.gov.
This opportunity is designated as a Total Small Business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. The estimated contract value ranges between $250,000 and $500,000, with the project requiring completion within a 90-day timeframe. The performance period has been modified from the original August 1, 2025 to November 1, 2025 schedule to now extend through May 1, 2026. Key project quantities include 650 tons of aggregate surfacing, lignosulfonate stabilization over 3,450 square yards, installation of 17 parking stops and 8 trailer parking delineators, and construction of concrete slabs for parking and walkways. Work will be performed at County Road 67 in Maybell, Colorado, with contractors required to work Monday through Friday excluding federal holidays, and all materials must meet specified ASTM and AASHTO standards.
