About this opportunity
The Bureau of Land Management Colorado Region is seeking contractors to upfit law enforcement vehicles, specifically purchasing and installing emergency equipment for a 2025 Chevrolet Silverado 1500 Trail Boss Custom law enforcement vehicle. The procurement involves comprehensive installation of 25 specialized items including electrical systems, communication technologies, emergency lighting (roof, grille, tailgate, and mirror), interior console modifications, prisoner transport cage, weapon storage systems, and radio/computer infrastructure from specific manufacturers like Troy Products, Whelen, WeBoost, and Motorola. Contractors must maintain active SAM.gov registration, comply with Section 889 clauses, and demonstrate technical capability through detailed response sheets showing how their products and installation services meet specifications. The government will evaluate proposals based on price and technical factors including distance and delivery time, technical capability, past experience with emergency vehicle outfitting, and past performance using systems like CPARS and FAPIIS. The original solicitation deadline was July 16, 2025 at 5 PM Mountain Standard Time, with responses required to include UEI numbers and address all award basis criteria to be considered responsive.
This opportunity is designated as a total small business set-aside under NAICS code 811198 (All Other Automotive Repair and Maintenance) with a size standard of $10 million, and no incumbent contractors are identified in the solicitation documents. The contract type is firm fixed-price with a performance period from July 22, 2025 to August 29, 2025, though the actual contract value is not specified in the available documentation. Contractors should anticipate a lead time of 90-160 days from vehicle approval and parts payment, with the government preferring delivery closer to 90 days given typical 6-8 week lead times for emergency equipment. The work involves outfitting a single law enforcement vehicle for the Southwest District Office, with payment terms requiring invoicing through IPP.gov with 30-day prompt payment after delivery and no interim invoices accepted. Performance will occur at the contractor's facility, with considerations for distance and travel time for inspections and vehicle retrieval factored into the technical evaluation criteria.

This Amendment, 0001, is to:
-Attach revised Specification Sheet
-Post Questions and Answers
1.On the grille lights and side lights, do these need to be both flashing with steady burn override in takedown and alley positions of the controller?
No Override Needed
2.No siren/controller is specified on this equipment list. Does BLM desire a siren controller that has interface with the vehicle OBD II to allow for features such as park kill, and other inputs directly from the vehicle for control?
# 9 on the Statement of Work specifies "9. Remote Mount Control Head for Lights/Siren/PA
Yes - Desire a siren controller that has interface with the vehicle OSB II to allow for features such as park kill, etc.
3.We are not a dealer for ballistic door panels; however, we can install them. Would the BLM be able to furnish the Angel Armor panels? If not, may we request a 10-day extension to the due date? I will be able to quote them but will need to seek pricing from the manufacturer for the parts.
The correct Statement of Work does not specify/request door panels.
(I have attached the last statement of work sent to make sure we are all working off the same one)
4.Lead time will be 90 to 160 days from vehicle approval and parts payment?
Lead time is understandable. Would like to keep it closure to 90 days.
It is typical for a 6-8 week lead time for emergency equipment once ordered.
5.Parts will be billed once the order is approved.- Parts and labor must be quoted prior to contract award.
