About this opportunity

The Bureau of Land Management's Colorado State Office is soliciting bids for the demolition of a pit toilet facility at the Corkscrew Toilet campground expansion project located in Gunnison County, Colorado. The scope of work includes complete demolition of the vault toilet building and concrete structure, traffic control on a narrow primitive road, site grading and restoration, neutralizing remaining waste with 400 pounds of calcium hydroxide, and importing fill material to restore the site. Contractors must maintain active SAM.gov registration and submit invoices through IPP.gov, with work restricted to Monday through Friday excluding federal holidays and subject to weather-related pauses during snow or snowmelt conditions. The contract will be awarded as a firm fixed-price arrangement based on price and other evaluation factors, with Davis-Bacon Act prevailing wages applying to the project. The solicitation deadline has been extended to September 2, 2025, with submissions directed to Contracting Officer Chau Nguyen at cnguyen@blm.gov, and no pre-bid site visit will be conducted.

This procurement is designated as a competitive Indian Small Business Economic Enterprise set-aside under NAICS code 238910 for site preparation contractors, following amendments that changed it from the original Total Small Business set-aside designation. The rough order of magnitude for the contract value ranges between $25,000 and $100,000, with no incumbent contractors identified in the solicitation materials. Work must be completed within 365 days of the Notice to Proceed, with the period of performance spanning from October 1, 2025, to September 30, 2026. The project site is located approximately 8 miles northwest of Silverton, Colorado, at coordinates 37.907231 degrees north and 107.648347 degrees west, situated at an elevation of approximately 11,600 feet. The remote location is accessible only from July through October due to seasonal snow conditions and receives significant recreational vehicle traffic including 4x4s, ATVs, UTVs, and motorcycles that contractors must safely manage during demolition activities.
