About this opportunity

The Bureau of Land Management Colorado Region is soliciting construction services for the Two Bridges Expansion project in Eagle County, Colorado, involving comprehensive infrastructure improvements including drilling a new potable water well, abandoning an existing well, installing septic systems and sewer lines, electrical systems, RV utility hookups, roadway and parking area improvements, and fence removal. Contractors must demonstrate technical capability through a detailed execution plan with equipment and construction schedules, provide evidence of past government and project experience including three comparable projects from the last three years, and submit company expertise documentation. The contract will be awarded on a best value basis considering price and other factors, with low price being the deciding factor among technically acceptable proposals that meet all requirements. Originally due June 23, 2025, the proposal deadline has been extended to June 30, 2025, with all submissions required via email to Contracting Specialist Patrick Frost. A pre-bid site tour was conducted on June 3, 2025, with two contractors attending from Craig and Meeker, Colorado.

This opportunity is designated as a Total Small Business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million, and the estimated order of magnitude ranges between $250,000 and $500,000. The contract period of performance spans from July 1, 2025 to June 30, 2026, with construction required to begin no earlier than May 1, 2025 and complete by December 2026. Work will be performed at 2300 River Frontage Road in Silt, Colorado, and involves 12 major line items including mobilization, earthwork, utility installations, 830 tons of aggregate surfacing, concrete work, and installation of 6 timber parking delineators. The project requires compliance with prevailing wage determinations for Colorado construction trades, with hourly rates ranging from $31.75 to $56.57 depending on the specific trade classification. Additionally, any water well contractor work must be performed by properly licensed contractors under Colorado state regulations.
