The solicitation seeks comprehensive inspection, testing, troubleshooting, and evaluation of blasting equipment systems, along with OEM filters, replacement parts, and system upgrades including a broken bag detection system, discharge drum monitoring system, and automatic filter pulsing system. All test and evaluation, service, repairs, and required parts must be performed or provided by the Original Equipment Manufacturer (OEM), Pauli Systems, Inc. (Cage Code 06UZ8), or an OEM-authorized distributor or repair facility; all offerors must provide documentation demonstrating OEM certification and authorization to perform maintenance on these systems. Award will be made on a firm-fixed-price basis using lowest-priced, technically acceptable (LPTA) evaluation criteria, with required technical submissions including a Manufacturer's Certificate of Conformance, Equipment Operability Certification, and specified lead times for services. The solicitation was posted on December 5, 2025, with quotations due on December 8, 2025, constituting an extremely compressed timeline for response.
This procurement is unrestricted with no small business set-aside, though the small business size standard is $12.5 Million under NAICS code 811310. Pauli Systems, Inc., located at 1820 Walters Court, Fairfield, California 94533, is the OEM and anticipated sole-source awardee, though qualified OEM-authorized distributors are invited to submit competing quotations. The contract involves up to 40 hours of on-site testing and evaluation work with the potential for weekend scheduling to minimize operational disruption. All services will be performed at the USCG Aviation Logistics Center located at 1664 Weeksville Road, Elizabeth City, North Carolina, with a required 45-day delivery timeline after receipt of order and F.O.B. destination shipping terms.
