Statement of Work - Inspection, Repair, and Upgrade of Blasting Equipment

1.0 Introduction

This Statement of Work (SOW) outlines the requirements for Pauli Systems, the OEM to perform a comprehensive inspection, repair, and upgrade of the existing Pauli System located at the Aviation Logistics Center (ALC) in Elizabeth City, NC. The objective of this project is to ensure the system is fully operational, meets OEM specifications, complies with USCG safety specifications, and minimizes future media release and downtime.

2.0 Scope of Work

Pauli Systems is required to perform the following tasks:

2.1 Testing, Troubleshooting, and Evaluation (TT&E) and Complete System Inspection and

OEM Approved Filters:

Pauli Systems shall provide Certified Technicians for up to forty (40) hours at ALC to perform

TT&E of the Pauli Blast System per OEM and operator safety specifications. The firm-fixed price listed in the schedule includes travel time, on-site hours, lodging, travel (air or local transportation), and any other travel costs. The technician(s) shall provide all tools and test equipment required to perform the testing and inspection services. The Pauli Systems is NOT authorized to exceed forty (40) hours without prior written approval from the Contracting Officer via a modification to this Purchase Order.

Due to the high volume of production requirements within the blasting shop, the USCG requires that the system be brought to fully operational status with minimal downtime. Repairs and upgrades not deemed required for operability will be addressed at a future date. Weekend work schedules may become necessary in order to deter interference with ALC operations. When work is completed, the Pauli Systems shall test the units and confirm that each unit is at full working capacity in accordance with (IAW) Pauli Maintenance Manuals.

Pauli Systems shall conduct a thorough inspection of the system, including but not limited to the following components:

• Two Dense Particle Separators

• Frame Assembly

• Rotary Selector

• Four RAM Model 11 Blast Systems

• Ventilation System

• 54 Cartridge HF Series Dust Collector (per RAM Model 11 - totaling 216 cartridges)

• Perform testing, troubleshooting, and evaluation (TT&E) on all system components to identify any existing or potential issues affecting performance, reliability, or safety. This includes, but is not limited to:

• Visual inspection for damage, wear, and tear.

• Operational testing of all mechanical and electrical components.

• Verification of proper air flow and dust collection efficiency.

• Assessment of filter condition and performance.

• Leak detection and pressure testing.

• Pauli Systems shall also provide a quote for the OEM approved filters for the existing

ALC Pauli System Dust Collectors. The filters shall meet or exceed the original equipment manufacturer's specifications for filtration efficiency, material, and dimensions.

Upon awarding the Purchase Order, the ALC representative will contract the Pauli Systems to discuss the TT&E and Inspection site visit to include start date and end date, The ALC POC, Pauli Systems representative and an ALC SEHO representative will determine the hours of

TT&E and inspection. To ensure the safety of the ALC workforce, the TT&E and inspection may be performed during Saturday and Sunday. The ALC technical Point of Contract (POC) for this effort is AVI2 Jerry Scott. He can be reached by phone at 571-608-7296 or by email at

2.2 Written Report and Quote:

Within three (3) business days of completing the TT&E and inspection, Pauli Systems shall provide ALC with a comprehensive written report. This report shall include:

• Detailed findings of the inspection, including a description of any identified issues, deficiencies, or areas of concern.

• Photographic documentation of identified issues, where applicable.

• Specific recommendations for repairs, replacements, or adjustments necessary to restore the system to optimal performance.

In conjunction with the written report, Pauli Systems shall provide a detailed quote for all required labor to perform the repairs, replacement parts, and the upgrades identified in section

2.6, including:

• Detailed breakdown of labor costs associated with each task.

• Total cost for all repairs and replacement parts.

• Estimated timeline for completion of the repairs.

The quotation shall include a firm-fixed price to complete the required repairs including travel time, on-site hours, lodging, travel (air or local transportation), and any other travel costs. The technician(s) shall provide all tools and test equipment required to perform all repairs.

The Contracting Officer will be responsible for reviewing the quotation. The Contracting Officer will respond to the quotation no later than 3 days after receipt.

No work beyond the initial TT&E and inspection shall be performed until the quotation is accepted and a written modification is provided to Pauli Systems by the Contracting Officer.

The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm-fixed price reflected in the purchase order schedule unless prior written authorization has been given by the Contracting Officer.

2.4 Required Repairs:

Pauli Systems shall perform all required repairs as outlined in the written report and approved by the Contracting Officer via a written modification. This includes, but is not limited to:

• Replacement of damaged or worn parts.

• Repair of mechanical and electrical components.

• Sealing leaks.

• Adjustment and calibration of system settings.

• Ensuring all components are functioning according to OEM specifications.

2.5 Equipment Operability Certification:

Upon completion of all repairs and filter change-out, Pauli Systems shall provide a written certification confirming that the Pauli System is fully operational and ready for use. The certification shall include:

• Date of certification.

• Name and signature of the Pauli Systems representative responsible for the certification.

• Statement that all repairs have been completed according to OEM specifications.

• Confirmation that the system is operating within specified performance parameters.

2.6 System Upgrades:

As stated in section 2.2, Pauli Systems shall include the following upgrades in the requested quote. These upgrades are intended to ensure peak performance and to meet USCG safety specifications. In addition, Pauli Systems will include in the quote all additional recommended upgrades beyond the ones identified in this section.

• Broken Bag Detection System: Ensuring continuous and reliable monitoring of filter integrity to prevent emissions of potentially hazardous dust. To include automatic system shut down upon detection of hazardous dust escape with visual fault indication and supervisory controls for reset of system.

• Discharge Drum Monitoring System: Accurate monitoring of discharged drum fill levels to prevent overfilling. There are eight (8) drums tied to the system.

• Automatic Filter Pulsing System: Implementing automated filter pulsing to maintain optimal airflow, reduce differential pressure, and extend filter lifespan, minimizing manual intervention.

3.0 General Requirements

• Safety: Pauli Systems shall adhere to all applicable safety regulations and procedures while performing work at the ALC. This includes providing necessary personal protective equipment (PPE) for all personnel and ensuring a safe working environment.

• Coordination: Pauli Systems shall coordinate all work activities with the designated

ALC POC to minimize disruption to ALC operations.

• Warranty: Pauli Systems shall provide a warranty for all parts and labor provided under this SOW. The warranty period shall be specified in the quote.

• Documentation: Pauli Systems shall provide all necessary documentation, including parts lists, schematics, and operating instructions, upon completion of the project.

• Clean-Up: Pauli Systems shall be responsible for cleaning up the work area upon completion of the project and removing all debris and waste materials.

4.0 Deliverables

• Written Inspection Report and Quote (within 3 business days of inspection): A comprehensive report detailing the findings of the inspection, recommendations for repairs and upgrades, and a detailed quote for all services.

• OEM Approved Filters: Upon receipt of a purchase order, delivery of the correct quantity and type of OEM approved filters.

• Completed Repairs and Upgrades: Upon receipt of a written modification, successful completion of all approved repairs and upgrades.

• Equipment Operability Certification: Upon completion of all repairs, a written certification confirming the system is fully operational and ready for use.

• Warranty Documentation: Upon completion of all repairs, formal documentation outlining the warranty terms for parts and labor.

• Updated Documentation: Upon completion of all repairs, provision of any updated parts lists, schematics, and operating instructions as a result of repairs or upgrades.

5.0 Place of Performance

All work under this SOW shall be performed at the Aviation Logistics Center (ALC) located in

Elizabeth City, NC.

6.0 Period of Performance

The period of performance for this SOW shall will be determined at time of Purchase Order award.

7.0 Acceptance Criteria

Inspection and acceptance of the services shall be performed at destination by the technical POC identified on this order. Performance under this order will not be accepted by the USCG until the technical POC considers all services, material, or training to be delivered in accordance with this

SOW.

The ALC will determine acceptance of the work based on the following criteria:

• Completion of all tasks outlined in the SOW.

• Conformance to OEM specifications and USCG safety specifications.

• Accuracy and completeness of all documentation.

• Successful operational testing of the system.

• Receipt of the Equipment Operability Certification.

This SOW represents the complete understanding between the ALC and Pauli Systems regarding the scope of work. Any changes or modifications to this SOW must be made in writing and signed by both parties.

8.0 Policies and Regulations

8.1 Access to USCG Base Elizabeth City

ALC is a tenant command of Base Elizabeth City. The Contractor shall be met at the gate by a

Government representative and shall be continually escorted by the representative for the duration of the visit. Base access requires 100% hands on identification (ID) checks. Drivers of vehicles must show a state driver license, valid vehicle registration, and current proof of insurance. All vehicles are subject to random search under Title 18 U.S.C 1382.

8.2 Compliance with Local Regulations, Instructions, Directives

Contractor personnel shall comply with all local base regulations, instructions, directives, orders, and special procedures as promulgated by the Commanding Officer, USCG Base Elizabeth City

(and all tenant commands), Elizabeth City, NC. All visitors to ALC shall review the ALC

Visitor/Contractor Safety & Environmental Health Brochure information which is included after page 3 of this SOW.

8.3 Removing Employees for Misconduct or Security Reasons

The Contracting Officer may direct the Contractor to remove any Contractor employee from

USCG facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the order. The Contracting

Officer will provide the Contractor with a written explanation to support any request to remove an employee.

8.4 Tobacco Policy

The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility under the custody and control of the USCG where work is performed by active-duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG

ALC Instruction 6280.1 (series). Contractors may only use tobacco products in designated smoking areas and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner that prevents public exposure.

Employees caught violating the tobacco policy may be subject to immediate removal IAW section 5.2.

8.5 Environmental, Safety, And Occupational Health

The Contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-

596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The USCG shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the Contractor.

8.5.1 The Contractor shall be subject to safety inspections of its work sites by the USCG.

Contractor safety records shall be available upon request by the Contracting Officer. The

Contractor shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees. The Contractor shall provide all personal protective equipment (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.). In addition, the USCG is not responsible for medical examinations, hearing testing, substance abuse testing, or any other type of testing for Contractor employees.

9.0 Purchase Order Information

9.1 F.O.B. Point

The F.O.B. point for this order is F.O.B. Destination. Prices in the schedule include all charges for: travel time; airfare; lodging; local transportation; and any other travel costs as well as any applicable customs, duties, and taxes. No additional charges will be allowed unless indicated by a bilateral modification to the order.
