About this opportunity
The Defense Logistics Agency Land and Maritime seeks 70 containers of Barton Garnet Abrasives 36CG Adirondack Supersacks (4,400 pounds per container) for firm fixed-price delivery to Bremerton, Washington, with the response deadline extended to May 11, 2026 at 5:00 PM Pacific Daylight Time by Amendment 1 issued May 10. The procurement is a total small business set-aside and is structured as sole source, restricting competition to Barton Mines Company LLC.
The sole source justification cites Barton's unique angularity properties, which produce a 3.5 to 4.6 mil profile on steel required for removing heavy marine fouling and thick high-build coatings (20-50 mils) while meeting Navy-approved NAVSEA marine coating system specifications. Mission testing confirmed only Barton 36CG achieves the stringent depth-of-profile and low-dusting requirements; additionally, Barton is the sole product listed on the Navy's Qualified Products List for 36CG garnet. The estimated cost range is $15,000 to $350,000. Delivery is requested by March 10, 2026 to Puget Sound Naval Shipyard IMF. The contract incorporates mandatory FAR and DFARS clauses including cybersecurity, hazardous materials handling, wide area workflow payment processing, and Defense Biometric Identification System base access requirements. The material is designated hazardous (SDS 495515, 2-0-0 CARC) and requires Certificate of Compliance certification. Inspection and acceptance occur at destination with a quality assurance level of QA 3 and 45 days for constructive acceptance. The NAICS code is 327910, Abrasive Product Manufacturing; PSC is 5350. Offerors must complete pricing, all representations and certifications, manufacturer information, return all pages of the completed original solicitation package, and maintain current SAM.gov registration. Contact: Denise Quist, 385-591-9092, Denise.Quist@dla.mil.
