About this file
This is a Justification for Sole Source Procurement document supporting a restricted competition for abrasive blasting media. The Defense Logistics Agency Land and Maritime (DLA) is procuring 70 containers of Barton Mines Company LLC's 36CG Grit Garnet abrasive (4,400 pounds per container) for an estimated cost between $15,000 and $350,000. The procurement is justified as sole source because Barton's hard-rock Adirondack garnet possesses unique physical properties—specifically an angularity that produces a 3.5 to 4.6 mil profile on steel—required for removing heavy marine fouling, thick high-build coatings (20-50 mils), and rust while achieving the precise surface preparation needed for Navy-approved NAVSEA marine coating systems. While alternative abrasives may meet the baseline MIL-PRF-22262 standard, previous mission testing confirmed that only Barton 36CG achieves the stringent depth-of-profile and low-dusting requirements for this application. Additionally, Barton is the sole product listed on the Navy's Qualified Products List (QPL) for 36CG garnet, further restricting competition.
The related solicitation (SPMYM226Q5994) issued by DLA is structured as a 100% Total Small Business Set Aside using simplified acquisition procedures under FAR Parts 12 and 13.5, with FOB Destination delivery to Bremerton, Washington 98314. The solicitation has two response due dates—April 10, 2026 at 4:00 PM Pacific Daylight Time and May 11, 2026 at 5:00 PM Pacific Daylight Time—with award as a firm fixed-price supply contract. Offerors must complete pricing, representations and certifications, provide manufacturer information, submit all pages of the completed original solicitation, and maintain current SAM.gov registration. Barton Mines Company LLC's primary contact information includes phone numbers [800]741-7756 or [518]798-5462, email info@barton.com, and their address at 6 Warren Street, Glens Falls, NY 12801.

X Description of the item or service required, the estimated cost, and required delivery date.
ABRASIVE, BLASTING, 36CG GRIT GARNET, 4,400 POUNDS PER CONTAINER
[70 containers] BARTON GARNET ABRASIVES 36CG ADIRONDACK SUPERSACK
X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Barton is a primary manufacturer of "Hard Rock" Adirondack garnet. It is crushed from ore thus creating sharper, more aggressive edges that are required for the removal of coatings and surface preparation of specific NAVSEA naval coating systems. Because of the manufacturing process, Barton CG produces a profile of 3.5 to 4.6 mil on steel. The abrasive is required to remove heavy marine fouling, thick high-build coatings (20–50 mils), and rust, while establishing a highly specific surface profile required for the application of NAVSEA-approved marine coating systems. While other abrasives meet the baseline MIL-PRF-22262 standard, technical review confirmed that only the specific hard-rock angularity of Barton 36 CG meets the stringent depth-of-profile and low-dusting requirements for this specific high-build coating application. Previous mission testing has proven that other media could not achieve the required 3.5+ mil profile.
The blast media must also meet the QPL [Qualified Products List] for the Navy and be listed as such. Barton is the only product that is listed for 36CG.
X The requested material or service represents the minimum requirements of the Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Justi Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
A patent, copyright, or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing brand name equipment.
X Other information to support a sole source buy:
The requirement to procure Barton 36 CG Garnet is based on the unique physical properties and operational performance of this specific abrasive, which are not found in alternative alluvial garnet sources nor are they on the QPL.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN COMPETITION.
