About this opportunity
The U.S. Embassy Brussels, through the Department of State, is soliciting indicative pricing for a Blanket Purchase Agreement covering security systems, products, and services, with proposals due October 31, 2026. The BPA carries no financial commitment; it establishes an overarching agreement enabling named individuals to request services as needed. No set-aside applies.
Place of performance is Brussels, Belgium. The scope includes supply, installation, maintenance, and repair of locks, cylinders, door hardware, security doors, and related equipment, plus 24/7 emergency locksmith service. The contractor must provide all labor, materials, tools, and certified technicians without subcontracting, maintain strict key control and confidentiality, and supply service reports and updated key plans after each visit. All technicians require security screening before access to Embassy premises. Performance standards mandate 2-hour emergency response, 24-hour response for urgent repairs, and 3-business-day response for standard requests.
The BPA has a 4-year validity period from November 1, 2026 through October 31, 2029, with an estimated aggregate value not exceeding EUR33,000 (EUR40,000 until vendor registration in SAM). Individual calls cannot exceed the Simplified Acquisition Threshold. Pricing is requested in EUR excluding VAT, with fixed hourly rates for normal and emergency/after-hours service, a fixed call-out fee, and an on-call hourly rate. VAT is exempt under Belgian law.
The NAICS code is 56162, Security Systems Services; the PSC code is 6350, Miscellaneous Alarm, Signal, and Security Detection Systems. The Government intends to award without conducting discussions, evaluating offers on technical capability, past performance and experience, and price. All bidders valued over $40,000 must register in SAM and obtain an NCAGE code before submission. Proposals must be submitted electronically to BrusselsBids@state.gov with the subject line referencing BPA I.D. #19BE2027Q0004.
