Prospective contractors must possess all necessary licenses and permits to operate waste disposal services in Belgium, maintain compliance with Belgian and EU environmental regulations, and demonstrate the capability to respond to on-call collection requests within 48 hours. Evaluation criteria will focus on contractors' indicative pricing, qualifications, experience in waste management, and ability to meet the technical and regulatory requirements outlined in the Statement of Work. The solicitation deadline for quotations is 14:00 local time on December 29, 2025, with submissions required via email to BrusselsBids@state.gov with subject line reference to BPA I.D. #19BE2026Q0009; all interested parties are strongly encouraged to register on SAM (System for Award Management) at www.sam.gov prior to submission to avoid delays in award processing.

The BPA will operate for one year from January 1, 2026, through December 31, 2026, subject to satisfactory performance, with the contractor responsible for providing appropriately sized containers, collecting waste according to specified frequencies ranging from weekly to yearly, and submitting monthly detailed reports on waste collection and disposal activities. Performance will take place in Brussels, Belgium, at the U.S. Embassy facility. Contractors must register on SAM if doing business with the U.S. Government valued over $40,000 and will need an NCAGE code to complete the registration process at no cost.
