About this opportunity
The Department of Energy Office of Science is seeking a Blanket Purchase Agreement (BPA) for landscape materials to be supplied on an as-needed basis over a one-year period. The solicitation (Inquiry No. 6-B185-Q-00034-00) requires vendors to provide various landscaping materials including topsoil, mulch, sod, play sand, fertilizer, grass seed, and timber. Evaluation will be conducted using a lowest price, technically acceptable methodology, meaning cost is the primary driver while technical acceptability is a threshold requirement. Vendors must submit comprehensive proposals by 2:00 PM CST on October 24, 2025, including the signed ANL-70 RFQ, completed ANL-70A representations and certifications, completed PD-120 Service Contract Labor Standards Certification, a filled-out Appendix C Price Schedule, and a current certificate of insurance. Any questions regarding the solicitation must be submitted to the Contracting Officer by end of day October 22, 2025.
This solicitation does not include a set-aside designation and contains no information regarding potential incumbent contractors or specific budget ranges. The estimated material quantities over the contract period include 300 yards of topsoil, 400 yards of playground mulch, 1,400 yards of hardwood mulch, and 300 sod rolls, along with smaller quantities of sand, fertilizer, seed, and timber. The place of performance is located in Lemont, Illinois 60439, where the contractor will perform unloading and delivery activities under the supervision of a Technical Representative. Payment terms are net 30 days with F.O.B. destination shipping, and the contract will be exempt from Illinois Occupation and Use Taxes. Contractors must comply with extensive safety, environmental, and health requirements outlined in the High Risk On-Site Supplemental Conditions document, including mandatory insurance coverage with general liability of $2,000,000 per occurrence and automobile liability of $1,000,000, and submission of a Corporate Safety Plan within 10 calendar days of contract award.
