About this opportunity

The Defense Health Agency intends to negotiate a sole-source Blanket Purchase Agreement with Mentor Worldwide for consigned breast implants and tissue expanders at Naval Medical Center Portsmouth, Virginia, with capability statement challenges due by 10:30 AM EST on June 18, 2026.

The procurement is being pursued under 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) with no set-aside. Place of performance is Naval Medical Center Portsmouth, Virginia. The requirement covers 69 distinct breast implant products—MemoryGel Smooth Round models in Moderate Plus, Moderate Plus Boost, and Moderate High Boost profiles ranging from 150cc to 800cc—and tissue expanders (CPX 4 PLUS and Artoura models in various projections and volumes), with each SKU stocked at four units. The vendor maintains title to consigned inventory; NMCP bears risk of loss and replacement costs for expired, lost, or damaged items but is responsible only for replacing items damaged in shipping or containing manufacturing defects.

The base contract period runs from July 1, 2026 through June 30, 2027, with four option periods extending through June 30, 2031. Breast implants and tissue expanders ship overnight at NMCP's expense for next-business-day delivery; all other products ship within two business days at vendor expense. Annual audits verify inventory levels. NAICS 339113 applies; no anticipated award value is stated.

Vendors challenging the sole-source basis must submit capability statements to Luis Zeno-Pimentel (luis.zeno-pimentel.civ@health.mil) and Melissa Peregrino-White (melissa.peregrino-white.civ@health.mil) in PDF, MS Word, or MS Excel format by the June 18 deadline.
