About this opportunity
The U.S. Embassy Brussels seeks qualified contractors for delivery and installation of substantial exterior doors at U.S. Tri-Mission residential properties through a Blanket Purchase Agreement (BPA). The Department of State is issuing this solicitation for doors constructed of solid wood, hollow steel, or hollow interior with sheet metal facing, attached to substantial door frames, with outward-swinging doors requiring non-removable external hinges and no glass inserts. Interested parties must be specialized in this field and provide indicative pricing information; companies must be registered in the System for Award Management (SAM) for any contract valued over $40,000, and an NCAGE code is required for registration. Proposals are due by 14:00 hours Central European Time on April 29, 2026, submitted electronically to BrusselsBids@state.gov with the subject line referencing BPA I.D. #19BE2026Q0061. Evaluation will be based on technical capability, past performance and experience, and price, with award to the responsible offeror providing best overall value.
This procurement carries no set-aside designation and identifies no incumbent contractors. The aggregate BPA value does not exceed EUR21,000.00 (approximately $40,000 or dollar equivalent), with individual calls under the BPA not exceeding the Simplified Acquisition Threshold; however, pricing shall include all labor, materials, overhead, workers' compensation, liability insurance, and profit, with invoicing in EURO including 21% VAT. The BPA will be established for multiple awardees to maximize competition and will have a two-year validity period from May 1, 2026, through April 30, 2028, with all work to be completed within one year of the individual BPA Call issuance. Performance of services will take place at U.S. Tri-Mission owned or leased residential properties in Brussels, Belgium, and contractors must visit sites to verify requirements before project start and provide employee names and certificates of conduct two weeks in advance for Embassy security clearance.
