The contractor will provide all necessary labor and expertise to install government-furnished Harris XL Series radio systems in up to 20 vehicles per month, ensuring proper mounting, electrical connections, comprehensive system testing, and documentation while maintaining a maximum four-working-day vehicle retention period. Offerors must demonstrate technical ability to perform the work outlined in the Performance Work Statement and provide competitive pricing for the five-year ordering period. The government will evaluate offers based on technical strengths, weaknesses, and risks, as well as pricing considerations, with significantly unbalanced pricing potentially deemed unacceptable. Questions must be submitted in writing by August 24, 2025, with quotes due by 1:00 PM MST on August 31, 2025, and all submissions must remain valid for 60 calendar days after the closing date.

The BPA has a total cumulative value cap of $105,000 with an annual limit of $21,000 and individual call limits not exceeding $21,000, while the broader solicitation references a total award amount of $34,000,000. The agreement will establish a rotational award sequence among up to four selected vendors, beginning with the lowest-priced vendor, with contractors required to respond to Requests for Quote within three days and potentially as quickly as 24 hours. The performance period spans five years from September 15, 2025, through September 14, 2030, with all work to be performed at Fort Bliss, Texas, in El Paso County. Contractors must provide a one-year warranty on all installed components and submit monthly invoices through the Wide Area Workflow system, with payment processed after receipt of complete and correct invoices.
