About this file
This document is a Blanket Purchase Agreement (BPA) issued by the Mission and Installation Contracting Command at Fort Bliss, TX for law enforcement and emergency services vehicle communications equipment installation. The BPA covers installation, removal, and reconfiguration of communications equipment in government-furnished vehicles, with an ordering period of five years from 15 September 2025 through 14 September 2030. The total cumulative value is capped at $105,000.00, with an annual limit of $21,000.00, and individual calls cannot exceed $21,000.00.

Only Contracting Officers at MICC-Fort Bliss can issue BPAs above $21,000.00, and vendors may be excluded from further competition or have their BPA terminated for poor performance or misrepresentation. Invoices must be submitted monthly, listing all deliveries and labor, and payments will be processed after receiving a complete and correct invoice.

BLANKET PURCHASE AGREEMENT (BPA)
TERMS AND CONDITIONS
MISSION AND INSTALLATION CONTRACTING COMMAND – FT. BLISS, TX
Law Enforcement and Emergency Services Vehicle
Communications Equipment Installation
1. Description of Agreement
This is a Blanket Purchase Agreement (BPA), established in accordance with Federal Acquisition Regulation (FAR) 13.303. A BPA is a simplified method for acquiring repetitive needs for supplies or services by establishing "charge accounts" with qualified sources.
This agreement covers the installation, removal, and reconfiguration of communications equipment in government-furnished Law Enforcement (LE) and Emergency Services (ES) vehicles at Fort Bliss, TX.
2. Ordering Period
This BPA will have an Ordering Period of five (5) years, from 15 September 2025 through 14 September 2030. The specific periods are as follows:
• BPA Base Period: 15 Sep 2025 – 14 Sep 2026
• BPA Ordering Period I: 15 Sep 2026 –14 Sep 2027
• BPA Ordering Period II: 15 Sep 2027 – 14 Sep 2028
• BPA Ordering Period III: 15 Sep 2028 – 14 Sep 2029
• BPA Ordering Period IV: 15 Sep 2029 – 14 Sep 2030
The BPA will be reviewed at least annually by the contracting office and may be terminated at any time if the Contracting Officer determines it is necessary.
3. Termination
This agreement may be terminated upon 30 days written notice by either party.
4. Extent of Obligation
This BPA obligates the government only to the extent that authorized calls are actually made against the BPA, and only when delivery of services has been completed as specified in the call.
5. Competition and Call Placement Procedures Awards under this BPA will be made to each holder in a rotational sequence. The first award will go to the lowest-priced vendor, with subsequent awards rotating in ascending order. After the final vendor in the sequence receives an award, the cycle will reset.
When the government requires services, a contracting officer will issue a Request for Quote (RFQ) to the selected vendor with the description of work, delivery locations (within 60 miles of Fort Bliss), and any other relevant information. The government will make every effort to allow sufficient time for vendors to respond. However, urgent requirements may occur, and vendors should be prepared to submit quotes within short timeframes, sometimes as short as 24 hours.
Vendors must respond to each RFQ within three (3) days. Submission of a quote is not required, however you must provide a response. Your response may contain a quote or a statement that you are declining the opportunity. If a vendor fails to respond within the designated time frame, the next vendor in the sequence will be selected. Failure to provide a response to three (3) calls may result in the termination of your BPA.
If the Government determines additional competition is necessary or the pricing is unfavorable, a Request for Quotes (RFQ) may be issued to other vendors as required by FAR 13.303-5(d)(1).
6. BPA Limitations
The total cumulative value of all calls issued under this BPA shall not exceed the BPA Ceiling of $105,000.00. Additionally, the total value of calls placed within any single fiscal year of this BPA shall not exceed the BPA Annual Cap of $21,000.00.
7. Purchase Limitation
Individual calls under this agreement shall not exceed $21,000.00.
8. Individuals Authorized to Purchase
Only Contracting Officers at MICC-Fort Bliss are authorized to issue BPA higher than $21,000.00. The government is obligated only to the extent of authorized purchases. Any purchase made by unauthorized government personnel will constitute an unauthorized commitment, and the vendor risks non-payment.
9. Call Performance
A vendor who is seriously deficient in the performance of one or more BPA calls may be excluded from further competition under this BPA, and their BPA may be terminated, unless the Contracting Officer determines the circumstances were beyond the vendor's control.
10. Qualified Source of Supply
The government establishes BPAs with vendors it determines are qualified sources of supply. If at any time the government determines that a vendor is no longer a qualified source or misrepresented itself, the vendor will be excluded from further competition, and their BPA will be terminated.
11. Invoices
A summary invoice must be submitted monthly, or when the BPA expires, whichever comes first. This invoice should list all deliveries and labor performed during the billing period, show their total value, and include copies of all signed delivery tickets and any required labor documentation.
12. Payment
Payment for all services and goods will be processed after the government receives a complete and correct invoice. The invoice must clearly state the BPA number and the specific call number to ensure timely processing. All payments will be handled in accordance with the terms of this agreement.
13. Correspondence
All correspondence concerning this BPA or a particular call shall be in writing and addressed to the Contracting Officer, with a copy to the Contracting Officer’s Representative (COR). If the correspondence relates to a specific call, it should include the BPA call number.
