About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking to procure two blade rotary rudder components for helicopter rotor systems under NSN 1R-1615-LLF02K166-VH and part number 70101-31000-054. This is a sole source procurement anticipated to be awarded to Sikorsky Aircraft, as the government does not possess the necessary data rights to source this component from alternative suppliers. The procurement will be conducted under the provisions of FAR Part 15, and the government is accepting capability statements, proposals, and quotations from all responsible sources for consideration through April 10, 2026. While the government intends to negotiate solely with Sikorsky, any firm submitting a proposal within 45 days of this synopsis will have its submission evaluated to determine whether a competitive procurement should be pursued instead. The NAICS code for this procurement is 336413, and it falls under PSC 1615 (Helicopter Rotor Blades, Drive Mechanisms and Components). No specific evaluation criteria or scoring methodology is detailed in this pre-solicitation notice.

This procurement carries no small business set-aside designation and is expected to be awarded under the existing Basic Ordering Agreement N0038322GY601. The incumbent contractor is Sikorsky, which currently appears to be the sole qualified source for this specialized component. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR); however, the government has indicated it will not delay award to accommodate SAR processing. The contract quantity is two units with FOB Origin delivery terms. No contract value or budget range is disclosed in this pre-solicitation notice. The government's decision to proceed on a sole source basis is based on the lack of available technical data and the government's inability to compete this requirement, as authorized under 10 U.S.C. 3204(a)(1) and FAR 6.302.
