About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP Weapon Systems Support) intends to procure 52 Blade, Rotary Rudder components with Part Number 70101-31000-054 and National Stock Number 1615017082535, specifically for helicopter systems. The procurement will be conducted as a sole source acquisition targeting Sikorsky, with the government utilizing source authority under 10 U.S.C. 3204(a)(1) and FAR 6.302 provisions. Interested organizations may submit capability statements, proposals, or quotations via email to Troi.Lentini@navy.mil within 45 days of the March 8, 2024 posting date. Electronic procedures will be used for the solicitation, which will be posted on NECO, with no telephone requests or hard copy mailings accepted. Any firm not currently approved to manufacture the material must submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval.

The contract is not designated as a small business set-aside and will follow FAR Part 15 acquisition procedures, with an anticipated award date in June 2024. The total quantity requirement is 52 units, delivered FOB origin, with no drawings or data currently available to the government. The procurement falls under NAICS code 336413 and Federal Supply Class 1615 for helicopter rotor blades and related components. While the government expects to receive and negotiate with only Sikorsky, they will consider all proposals submitted within the 45-day window. The solicitation indicates that the government does not currently own the technical data rights necessary to procure these parts from alternative sources, which further supports the sole source approach with the original manufacturer.
