About this opportunity
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking to procure 4 rotary rudder blades for a helicopter system, with a specific part number 06170-11000-043 and NSN 7RH 1615 017023923 H5. This is a sole source procurement intended to be awarded directly to Sikorsky, with no competitive bidding process expected. The Government does not currently own the technical data rights for these components, which limits potential alternative sources. All interested organizations may submit capability statements or proposals by email to julianna.r.macrillo.civ@us.navy.mil, with submissions considered through December 19, 2024. The procurement will utilize FAR Part 15 procedures and is not being pursued under commercial item acquisition policies. Proposals received within 45 days of the synopsis will be evaluated, though the notice emphasizes this is not a formal competitive solicitation.
The procurement is not a small business set-aside and will be processed electronically through NECO, with no telephone or hard copy requests accepted. The anticipated award date is February 2025, and the contract will likely be issued under an existing Basic Ordering Agreement (BOA) N0038320GX901. Any firms not currently approved to manufacture these materials must submit a Source Approval Request (SAR), though the procurement will not be delayed pending SAR approval. The source selection authority is based on 10 U.S.C. 3204(a)(1), allowing for a sole source procurement when only one source can meet agency requirements. The procurement is specific to the Department of the Navy and falls under the PSC Category 1615 for Helicopter Rotor Blades, Drive Mechanisms, and Components, with a focus on specialized helicopter maintenance and replacement parts.
