About this opportunity

The US Army Corps of Engineers Buffalo District has issued a Special Notice for a virtual Industry Day regarding the fabrication and delivery of stackable fiber reinforced polymer (FRP) bulkheads for the Black Rock Lock. The Industry Day is scheduled for Tuesday, June 17, 2025, at 1:00 p.m. EDT and will focus on bulkheads that are approximately 74 feet long and stack to a total height of 33 feet. The notice indicates this is part of a larger initiative, as several similar FRP composite dewatering bulkhead projects will be advertised within the next year, including various stoplogs and bulkheads of different dimensions. The Army Corps has provided draft plans and specifications with the announcement to facilitate industry feedback. This special notice targets contractors operating under NAICS codes 326199, 325999, and 237990.

The primary purpose of this Industry Day is to gather feedback from experienced engineers and fabricators to help shape upcoming requirements and facilitate virtual introductions with the USACE team. Contractors must contact Andrew Hewitt at Andrew.B.Hewitt@usace.army.mil no later than Monday, June 16, 2025, at 1:00 p.m. EDT to confirm attendance, including company details and email addresses of all attendees. Manufacturing, construction, and engineering firms with experience in bulkhead design and fabrication are strongly encouraged to participate. The government seeks input on various aspects including design, fabrication, delivery, installation options, and site preparation requirements. The notice explicitly states this is not a solicitation announcement or contract offer, but rather an information-gathering exercise to assist in developing future plans and specifications for the Black Rock Lock project.
