About this file

This document is a comprehensive set of technical specifications and contract documents for the fabrication and delivery of stackable Fiber Reinforced Polymer (FRP) bulkheads for the Black Rock Lock project by the U.S. Army Corps of Engineers Buffalo District. The project involves designing, fabricating, and delivering stackable bulkheads approximately 74-ft long that will stack to a total height of 33-ft, with each individual bulkhead being the same height. The total weight of each bulkhead is specified to be approximately 52,500 pounds, and the bulkheads must have a design life of 100 years.

The contract (Solicitation Number W912P425RA012) includes detailed requirements for design, fabrication, testing, and delivery, with a delivery deadline of 30 November 2027. Key specifications include using epoxy vinyl ester resin, E-Glass fiber reinforcement, and a vacuum infusion process for manufacturing. The bulkheads must meet stringent design criteria, including specific load combinations, environmental considerations, and performance requirements. The contract includes multiple line items covering bulkhead design, fabrication, delivery, record drawings, and optional temporary storage, with provisions for design validation testing, quality control, and comprehensive documentation throughout the fabrication process.
