About this opportunity

The U.S. Department of Agriculture Forest Service has published a Special Notice soliciting applications for a concession campground special use permit for the Black Hills National Forest. This opportunity involves operating and maintaining approximately 45 government-owned recreation facilities across four ranger districts: Bearlodge, Hell Canyon, Mystic, and Northern Hills. The concession encompasses campgrounds, picnic areas, boating sites, and group use areas with a three-year average gross revenue of $1,115,776.07. The permit term extends up to 5 years with potential extension opportunities. A mandatory facility tour is scheduled for July 8-9, 2025, and interested parties must contact Bradley Block at bradley.block@usda.gov or (605) 673-9239.

The Forest Service seeks to select a concessionaire that will provide high-quality public service while offering the best overall value to the government. Applications are due by September 22, 2025, and must include a comprehensive submission with proposed annual operating plans, business plans, financial resources documentation, and proposed fee structures. The minimum annual fee to the government is $56,346.69, calculated using the current 30-year Treasury bond rate.
