About this opportunity
The Department of the Army Corps of Engineers, Sacramento District, seeks replacement of oxidation pond liners at Black Butte Lake near Orland, California, with proposals due August 13, 2026 (extended from August 6 via Amendment 0001 posted August 5). The procurement is a total small business set-aside restricted to women-owned small businesses (WOSB) or economically disadvantaged women-owned small businesses (EDWOSB).
Place of performance is Orland, California. The work encompasses three oxidation ponds—Buckhorn (approximately 12,500 square feet), Eagle Pass (approximately 8,500 square feet), and Orland Buttes (approximately 8,000 square feet)—requiring removal of existing liners, subgrade preparation, installation of 12-ounce needle-punched nonwoven geotextile underlayment, and 45-mil Reinforced Polypropylene geomembrane liner with thermally welded seams. Eagle Pass additionally requires removal and replacement of a 12-foot-wide by 7-foot-high double-swing gate and 340 linear feet of perimeter fencing. Period of performance is 360 calendar days from award with work scheduled March 31 to August 3, 2026. The NAICS code is 562991 (Septic Tank and Related Services) with a $9 million size standard; PSC is Z1ND (Maintenance of Sewage and Waste Facilities).
The contractor must provide a minimum 20-year warranty on geomembrane material, 10-year warranty on geotextile underlayment, and 1-year workmanship warranty. All seams require 100 percent non-destructive testing and destructive seam testing by an independent third-party laboratory. All contract personnel must complete Antiterrorism Level 1 training, physical security vetting, suspicious activity reporting training, and E-Verify employment eligibility verification within 30 days of award. Service Contract Act prevailing wage rates apply; wages range from $15.55 to $69.85 per hour across occupational classifications in Colusa, Glenn, and Tehama counties. Award will be on a firm fixed-price basis with no change orders permitted. Questions were due July 28, 2026 at 10:00 a.m.
