About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking biostatistical support and data extraction services for the PTSD Trial Standardized Data Repository through solicitation 36C26025Q0712. The procurement requires a contractor to provide 0.25 FTE of a PhD-level biostatistician and 1.0 FTE of Masters-level biostatisticians to conduct systematic literature reviews, abstract over 300 research variables, calculate standardized effect sizes, assess research risk of bias, and prepare comprehensive reports and presentations. Contractors must have experience with evidence synthesis, meta-analysis, data repositories, and specific expertise in clinical trials, statistical methods, and healthcare research related to PTSD, particularly experience conducting work for the Agency for Healthcare Research and Quality Evidence-based Practice Center program network. The contract will be awarded on a firm fixed-price basis with evaluation focused primarily on price and the contractor's ability to meet technical requirements. However, solicitation 36C26025Q0712 has been cancelled as of September 8, 2025, according to Amendment 0003, making the original deadlines for questions and proposals no longer applicable.

This procurement was designated as a total small business set-aside under NAICS code 541714 (Research and Development in Biotechnology) with a small business size standard of 1,000 employees. Oregon Health & Science University completed the previous work under this contract, and the government indicated it would provide access to prior analyses, databases, and templates to the new contractor. The original performance period was scheduled from September 22, 2025, to September 21, 2026, for a 12-month base period, with amendments showing adjustments to staffing levels including decreasing one contract line item from 75% to 50% effort over a reduced 6-month period. The work was to be performed at the contractor's site with monthly check-ins with the National Center for PTSD, and the place of performance was associated with VA Portland Healthcare System located at 3710 SW U.S. Veterans Hospital Road, Portland, OR 97239-2964. The contract utilized FAR 13 Simplified Acquisition Procedures and was structured as a combined synopsis/solicitation for commercial services.
