About this opportunity

The US Geological Survey is seeking biosafety committee services through this Request for Quotation, specifically requiring a contractor to serve as Biosafety and Laboratory Safety Officer and Institutional Biosafety Committee chair for their Western Fisheries Research Center facilities. The selected contractor will be responsible for ensuring safe handling and disposal of pathogens and hazardous agents, chairing quarterly IBC meetings, managing chemical inventories, conducting laboratory inspections, and providing annual biosafety training to approximately 30 staff members. Qualified contractors must possess at least two years of experience in aquatic laboratory biosafety, five years of experience leading biosafety committees, education in microbiology and animal pathogens, and familiarity with biosafety regulations. The evaluation will consider capability, past performance, and price, with emphasis on the contractor's ability to meet project timelines and provide comprehensive biosafety services. Questions are due September 15, 2025 at 0600 PDT, and quotes must be submitted by September 17, 2025 at 1000 PDT to the contracting officer Lynn Applegate.

This opportunity is designated as a total small business set-aside with no incumbent contractor, as this represents a brand-new project for the agency. The contract includes a base year running from September 22, 2025 to September 21, 2026, with one option year available for extension. The contractor will provide services at two locations: the primary facility in Seattle, Washington, where monthly onsite visits are required, and the Marrowstone Marine Field Station in Nordland, Washington, requiring quarterly visits. Key deliverables include quarterly comprehensive reports, semi-annual chemical inventory inspections, quarterly equipment and documentation inspections, and regular communications with center leadership. While specific award values are not disclosed in the solicitation documents, the scope encompasses ongoing biosafety oversight services for research facilities handling aquatic pathogens and hazardous materials.
