About this file
This is a Request for Quotation (RFQ) from the US Geological Survey (USGS) Western Fisheries Research Center for biosafety committee services. The solicitation seeks a contractor to provide biosafety officer (BSO) oversight and institutional biosafety committee (IBC) oversight for their research facilities in Seattle and Nordland, Washington. The contract includes a base year from September 8, 2025 to September 7, 2026, with an option to extend for an additional year.
Key deliverables include conducting start-up program reviews, updating standard operating procedures, providing annual biosafety training to approximately 30 staff, performing facility inspections, reviewing research projects, conducting risk assessments, and providing annual summaries to management. The BSO must have at least five years of experience with institutional biosafety committees, education in microbiology and animal pathogens, familiarity with biosafety regulations, and ability to work independently. Quotes must be submitted electronically to capplegate@usgs.gov by September 3, 2025. The evaluation will consider capability, past performance, and price, with a focus on the contractor's ability to meet project timelines and provide comprehensive biosafety services.
