About this opportunity

The Defense Health Agency (DHA) has issued a Special Notice for a Sole Source Contract with Dr. Harold Wain to provide Biopsychosocial Training for Physicians at Walter Reed National Military Medical Center. The notice addresses the critical issue of unexplained medical symptoms and chronic pain, which affects an estimated 100 million Americans and costs approximately $635 billion annually. The contract aims to improve patient care and reduce opioid abuse by enhancing physicians' understanding and treatment of complex medical conditions. The proposed contract is a Firm-Fixed-Price arrangement with an estimated value of $800,250.00, covering a base period and four potential option periods. The sole-source procurement is justified by Dr. Wain's unique capabilities in developing specialized training programs for the Military Health System.

The primary objective of this training program is to equip physicians with advanced skills in understanding and treating patients with unexplained medical symptoms, particularly focusing on chronic pain management. The contract will serve fellows, residents, and staff physicians throughout the Military Health System, with the initial performance period running from January 13, 2025, to September 12, 2025. Market research for this sole-source contract included a Notice of Intent posted on SAM.gov in November 2024, which received no objections. Eligibility is specifically limited to Dr. Harold Wain due to his specialized course development and unique expertise. The training initiative aims to directly impact patient outcomes by improving physician interview techniques and treatment approaches, ultimately addressing the broader healthcare challenges of chronic pain and potential opioid abuse. The contract includes provisions for a 9-month base period with four additional 9-month option periods, potentially extending the program through March 12, 2030.
