About this opportunity
The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 21, is seeking a sole source contract with bioMerieux for specialized microbiology laboratory reagents, consumable supplies, and preventative maintenance services. The procurement focuses on supporting VA-owned equipment including VitekMS, Virtuo, BacT/Alert, and MYLA systems, which are highly specialized diagnostic instruments. The VA intends to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) firm fixed-price contract under FAR 13.106-1(b)(2) authority, with the justification that bioMerieux is the only source capable of meeting the agency's requirements. Potential alternative vendors are invited to submit responses demonstrating their capabilities by June 9, 2025, at 11:00 AM Pacific Time to leah.smith@va.gov. Non-Original Equipment Manufacturers (OEMs) must provide an authorized distributor letter from bioMerieux or proof that equipment can be serviced without voiding existing warranties.
The solicitation has no specific small business set-aside, and the procurement is classified under NAICS code 325413 (In Vitro Diagnostic Substance Manufacturing) with a small business size standard of 1,250 employees. The total contract value is estimated at $749,000, with a minimum guaranteed award of $10,000, spanning the period from October 1, 2025, to September 30, 2030. The place of performance is San Francisco, CA 94121, with on-site service coverage from 7:00 AM to 7:00 PM, seven days a week. The contract will cover full-service maintenance and supply of multiple specialized microbiology systems currently owned by the VA. If no alternative responses are received, the VA will proceed with the sole source acquisition directly to bioMerieux, located at 515 S COLOROW DR, Salt Lake City, UT 84108-1248.
