About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), is soliciting quotations for Biomark Passive Integrated Transponder (PIT) tags and scanners through Request for Quotation 1333MF26Q0012. These specialized research tools are essential for sea turtle population assessments and mark-recapture studies throughout the Pacific Island Region, supporting NOAA's mandates under the Endangered Species Act and the Magnuson-Stevens Fishery Conservation and Management Act. Quotations must be submitted in PDF or Microsoft Word format via email to Stephanie.Fisher@noaa.gov by March 6, 2026 at 1700 ET, with delivery required by April 15, 2026. All offerors must maintain active registration in the System for Award Management (SAM) and provide their UEID/CAGE code. The government will evaluate proposals based on two primary criteria: specification sheet compliance and price, with award made on an all-or-none basis to the lowest priced, technically acceptable offer. Payment terms are Net 30, and all quotes must include all required evaluation criteria or risk being deemed non-responsive and rejected without further notification.
This solicitation is not designated as a small business set-aside, though the NAICS code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) carries a 1,250-employee size standard. A single source determination document indicates that Biomark is the only manufacturer capable of providing sterile PIT tags in the required 10mm size with the appropriate needle gauge mandated by NMFS and USFWS research permits, as competing companies such as Avidid, Unified Information Devices, Inc., and Vodaiq do not offer comparable products. The procurement includes two line items: Global Pocket Reader units, Large Aquapac protective cases, and 3,000 pre-loaded sterile syringes (CLIN 0001), along with shipping costs (CLIN 0002), both on a firm-fixed-price basis. Delivery is required to NOAA/NMFS/PIFSC/PSD in Honolulu, Hawaii (1845 Wasp Boulevard, Building 176), with equipment needed to support nesting season monitoring at French Frigate Shoals and longline fisheries bycatch interaction monitoring programs.

RFO 52.212-2 EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. (NOV 2021) (Deviation JAN 2026) (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 1. Specification Sheet
2. Price.
The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
