About this opportunity
The National Institute of Child Health and Human Development (NICHD), part of the National Institutes of Health under the Department of Health and Human Services, is seeking proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to establish and operate a Biological Testing Facility (BTF) that will provide preclinical research and development services for fertility management, reproductive health, and therapeutic products. Services include in vitro and in vivo assays, efficacy evaluations, safety and toxicology assessments, ADME/DMPK profiling, formulation development, GMP clinical batch manufacturing, animal care services, and database management. Offerors must possess Good Manufacturing Practices (GMP) and Good Laboratory Practice (GLP) certification, maintain in-house facilities for animal care and non-human primate housing, hold FDA Drug Establishment Registration, and comply with extensive federal security and privacy requirements including FISMA compliance and NIST standards. The evaluation will assess technical merit, research rigor, consideration of sex as biological variables, data management plans, past performance on similar contracts, and cost-reimbursement proposals. Proposals are due by 4:00 PM Eastern Time on May 28, 2026, with award anticipated on or about September 30, 2026.
This is a competitive acquisition with no small business set-aside, though HUBZone small business concerns may receive evaluation preferences. The contract carries a minimum value of $100,000 and a maximum value of $49,000,000 over an eight-year performance period from September 30, 2026, through September 29, 2033. One IDIQ contract is anticipated to be awarded concurrently with the Management, Administration, and Database task order and two initial task orders addressing administrative functions and reproductive health research. Work will be performed at NICHD facilities in Bethesda, Maryland, with all deliverables submitted via the NICHD Contracts Portal. Contractors must register in the System for Award Management (SAM.gov), submit detailed technical and business proposals with cost breakdowns, and acknowledge receipt of all amendments, with the most recent amendment (Amendment 0003) issued on April 28, 2026, providing clarifications regarding proposal page limitations and the Reproductive Health Task Order requirements.
