About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health, is issuing a Notice of Intent to procure Genedata Analyst bioinformatics and statistics analytics software through a sole-source, firm-fixed-price purchase order. The software will support the Viral Pathogenesis and Evolution Section's research on respiratory viral pneumonia pathobiology, including SARS-CoV-2 and influenza A infections, enabling comprehensive statistical modeling of multi-omics data, advanced visualizations, biological network characterization, and diagnostic/prognostic biomarker identification. This procurement is being conducted under 41 U.S.C. 253(c)(1) on an other than full and open competition basis, with the justification that only Genedata Analyst possesses the unique and highly specialized capabilities required for the agency's research continuity and mission objectives. The Government has indicated that it will not utilize formal evaluation criteria as this is a sole-source procurement based on the determination that no other supplies or services will satisfy the agency's requirements. Responses to this Notice of Intent must be submitted by 11:00 AM Eastern Time on Monday, March 26, 2026, directed to Linda Smith at linda.smith2@nih.gov, with the contract period of performance extending from March 30, 2026, to March 29, 2027.
This procurement carries no small business set-aside designation. Genedata (USA) Inc., the incumbent contractor located in Lexington, Massachusetts, is the sole source identified for this award, following a previous contract sequence. The estimated contract value is $25,900 for the one-year performance period. The justification emphasizes that VPES has accumulated over 100,000,000 gene expression data points from eight years of vaccine development studies that are critical for research continuity, and only Genedata Analyst's proprietary features, including its data normalization tools, advanced statistical algorithms, machine learning analysis capabilities, and interactive data visualization features, can support the ongoing work to develop novel universal influenza vaccines. A single award will be made as a result of this solicitation with a firm-fixed-price contract structure.
Notice text
This is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genedata (USA) Inc.
Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Period of Performance(s) are as follows:
March 30, 2026 to March 29, 2027
Acquisition purpose and objectives:
The National Institutes of Health (NIH), National Institute of Allergy and Infectious Disease (NIAID), Viral Pathogenesis and Evolution Section (VPES) within Laboratory of Infectious Diseases (LID) conducts research directed toward defining the pathobiology of respiratory viral pneumonia, including SARS-CoV-2 and influenza A viral infections and developing means for their control. VPES engages in a wide range of research activities that extends from clinical virology and correlates of immunity studies in humans to molecular characterization of animal and human infections with influenza A viruses that can cause severe, acute disease of the respiratory tracts in animal models. Scientists in the section employ high-throughput genomic, proteomic, computational modeling, and machine learning to understand the molecular basis of viral disease and the pathogenesis viral pneumonia in humans and animals and with the goal to develop and evaluate novel vaccines, antiviral drugs, and therapies. VPES has developed a novel universal beta coronavirus vaccine that is in pre-clinical development and also a novel universal influenza vaccine that is in human clinical trials.
While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Genedata (USA) Inc is the only vendor who can provide required software/services.
THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.
