About this opportunity

This is a Buy Indian Act set-aside conducted as a Blanket Purchase Agreement with a five-year ordering period.
Place of performance is Oklahoma City, Oklahoma, with equipment deployed across nine Oklahoma Area IHS facilities: Anadarko, Carnegie, Clinton, El Reno, Haskell, Pawnee, Lawton, Watonga, and Wewoka Indian Health Centers. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6635, Physical Properties Testing And Inspection.
Under the placement agreement structure, the contractor provides all BIOFIRE SPOTFIRE FDA-cleared, CLIA-waived analyzers, delivery, installation, configuration, preventative maintenance, repairs, software updates, training, and technical support at no cost to the Government. Revenue derives exclusively from the Government's purchase of respiratory testing consumables. The Government estimates 6,000 tests per year (30,000 tests over the five-year period) and requires up to 16 modules across eligible facilities.
Contractor personnel performing installation, training, maintenance, service, and connectivity support must be manufacturer-trained and qualified on the BIOFIRE SPOTFIRE platform with current certifications. Direct telephone support must be available during facility business hours (8:00 AM to 4:30 PM local time, Monday–Friday, excluding Federal holidays). Deployment must be completed within 60 calendar days of award or facility-specific deployment request.
Award will be made to the responsible quoter offering the lowest price conforming to all solicitation requirements. Pricing shall include transportation to destination and be evaluated across all CLINs and option periods. All offerors must submit a completed IHS Indian Economic Enterprise Representation form and maintain active SAM.gov registration. Offers from enterprises not qualifying as both Indian Economic Enterprises and small business concerns will be rejected.
