About this opportunity
The Billings Area Indian Health Service (IHS), a division of the Department of Health and Human Services, issued a Special Notice on November 19, 2025 announcing its intent to award a sole source contract to American Proficiency Institute (API) for proficiency testing services. The contract is valued at approximately $223,000 and will serve four service units: Blackfeet Service Unit, Fort Belknap Service Unit, Fort Peck Service Unit, and Northern Cheyenne Service Unit. The contracting action is being pursued under FAR 6.302-1, which allows for sole source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. This determination is based on market research and the specialized nature of CLIA-approved proficiency testing programs required by the service units. The IHS retains sole discretion in determining whether to proceed with competitive procurement.
Interested parties have until November 24, 2025 to submit responses demonstrating clear and convincing evidence that competition would be advantageous to the government, cost-effective, and would not impede the agency's objectives of standardization, data center standardization, and network security. The proposed contract period runs from January 1, 2026 through December 31, 2027, with a base year and four option years, each beginning January 1st and ending December 31st. Responses should be directed to Contract Specialist Vincent Hansen at Vincent.Hansen@ihs.gov. There are no set-asides associated with this opportunity, and the government will not reimburse any costs incurred by respondents in preparing submissions. This is classified as a firm fixed price service and support agreement for COTS proficiency testing services, falling under NAICS 541380 (Testing Laboratories and Services).
