About this opportunity
The Department of the Army Corps of Engineers Engineering District Seattle is seeking on-site monitoring services for the Big Creek Pictograph Site within the Libby Dam and Lake Koocanusa Project area. This solicitation (W912DW25R12X5) is exclusively directed to the Confederated Salish and Kootenai Tribes (CSKT) for cultural resource management support. The contract requires the contractor to maintain a continuous physical presence at the site during monitoring sessions, which align with the Libby Dam's recreational season from April to September. Evaluation will be primarily based on price, with the contract to be awarded as a Firm Fixed Price. Proposals are due on March 27, 2025, at 12:00 pm PDT, and must be submitted electronically to the Contract Specialist Alfonso Nolasco and Contracting Officer Jeffrey Ross.
The solicitation has no specific set-aside designation, though it is limited to CSKT. The contract covers 8 monitoring events per line item, with a period of performance from award through November 30, 2025, and optional extension periods through November 2027. The place of performance is Libby, Montana, and the contract falls under NAICS category 712120 (Historical Sites) with a small business size standard of $13M. Contractors must pre-screen candidates using E-Verify, comply with data rights provisions, and adhere to organizational conflict of interest guidelines. The monitoring tasks involve documenting site surveillance, tracking potential vandalism, and providing photographic documentation using a standardized form, with a focus on preserving the site's cultural significance during the recreational season.
