About this file

This is a Performance Work Statement (PWS) for the procurement, replacement, professional installation, programming, integration, and testing of a Bi-Directional Amplifier (BDA) system at the MCIEAST Regional Brig, Camp Lejeune, North Carolina. The system must operate on the 380–400 MHz Enterprise Land Mobile Radio (ELMR) spectrum and restore reliable portable radio coverage throughout the facility, eliminating critical radio dead zones that currently exist.

The contractor must perform six sequential tasks: (1) mobilize and coordinate with the Government Point of Contact and MCIEAST ELMR System Administrator to schedule facility access and verify installation conditions; (2) program and configure the BDA system to authorized frequencies and channels; (3) mount, connect, and professionally install the system while integrating it with the existing Distributed Antenna System (DAS), coaxial cabling, donor antenna, and interior antennas, ensuring proper filtering and isolation to prevent interference; (4) conduct comprehensive grid-based coverage and performance testing to demonstrate reliable communications in previously deficient areas; (5) coordinate a joint physical inspection and final operational acceptance test with ELMR and Brig representatives; and (6) restore and clean the work site, removing all waste materials from the installation (Government dumpsters are prohibited). The Government will provide authorization frequency parameters, existing DAS infrastructure, and escorted facility access during agreed operational hours. The desired timeline for completion is thirty (30) business days from commencement, though contractors are encouraged to propose realistic schedules. Deliverables include a BDA Programming & Configuration Plan, a fully installed and integrated BDA system, a Coverage Testing and Verification Report, and an Operational Acceptance Certificate signed by the ELMR System Administrator and Brig POC. Final acceptance is contingent upon joint inspection verification that the system is fully installed per specifications, successfully programmed on authorized frequencies without interference, and delivering reliable portable radio coverage throughout all deficient facility areas. All work must comply with manufacturer specifications, FCC regulations, MCIEAST ELMR policies, and Regional Brig physical security protocols. Base access requires contractors to obtain credentials through the Contractor Vetting Office (CVO) at Building 818, Camp Lejeune; a DBIDS credential is required for access lasting 61 days or more, while temporary passes cover 60 days or less.

Performance Work Statement for

MCIEAST Regional Brig

Bi-Directional Amplifier (BDA) System Replacement & Installation

Target Spectrum: 380–400 MHz (Enterprise Land Mobile Radio - ELMR)

Classification: Unclassified / Official Use Only

1.0 Introduction and Background

This Performance Work Statement (PWS) outlines the requirements for the procurement, replacement, professional installation, programming, integration, and testing of a Bi-Directional Amplifier (BDA) system. The MCIEAST Regional Brig requires this system to restore reliable portable radio coverage throughout the facility and allow facility personnel to operate on the installation’s current trunked radio system.

The existing amplifier was manufactured in approximately 2012 and was configured for a previous radio system operating in a different frequency range. It does not support the frequency bands currently used by the installation’s Enterprise Land Mobile Radio (ELMR) system and cannot effectively provide the required coverage, resulting in critical radio dead zones inside the brig. This requirement is for a complete operational solution (associated components, programming, professional installation, system integration, testing, and final operational acceptance) and is not intended to be an equipment-only purchase.

2.0 Scope of Work

The Contractor shall provide all labor, equipment, tools, materials, programming, and supervision required to safely remove the existing obsolete amplifier, install a new BDA system, program it to authorized frequencies, integrate it with the facility’s existing Distributed Antenna System (DAS), and perform operational testing.

The system must be compatible and capable of integration with the Brig’s existing DAS, cabling, donor antenna, and interior antennas, unless replacement or modification of those components is necessary for proper operation. All work must be completed in strict accordance with manufacturer specifications, FCC regulations, MCIEAST ELMR policies, and Regional Brig physical security protocols.

3.0 Specific Tasks

The Contractor shall perform the following sequential tasks in accordance with the project schedule and technical requirements:

Phase / Task Task Description

3.1 Mobilization &

Coordination

Coordinate with the Government Point of Contact (POC) and Mr. Jerry Parham, the MCIEAST ELMR System Administrator, to schedule facility access, obtain base access, and verify physical installation conditions.

3.2 Equipment

Configuration

Program and adjust the BDA system to the Government-authorized frequencies and channel configurations within the 380–400 MHz spectrum, as provided by the MCIEAST ELMR System Administrator.

3.3 Installation &

Integration

Mount, connect, and professionally install the BDA system. Integrate the system with the Brig’s existing DAS, coaxial cabling, donor antenna, and interior antennas. Ensure appropriate filtering and isolation are configured to prevent any feedback, oscillation, or interference with the base-wide ELMR network or other authorized communications systems.

3.4 Coverage &

Performance Testing

Conduct comprehensive coverage and performance testing (e.g., grid-based signal testing) inside the Regional Brig. Demonstrate that the system provides reliable radio communications in previously identified deficient areas (dead zones) and supports seamless communication with both primary and alternate ELMR tower sites.

3.5 Joint Inspection, Verification Testing, & Acceptance

Coordinate and conduct a joint physical inspection and final operational acceptance test with the installation's ELMR System Administrator and designated Regional Brig representatives. Verify that the system is fully operational and meets all technical thresholds.

3.6 Site Restoration &

Cleanup

Collect, consolidate, and dispose of all removed equipment (if required), manufacturer packaging, crates, and debris. The Contractor must remove all waste materials from the installation; using Government dumpsters is prohibited.

The work area must be left completely clean and secure.

4.0 Government Responsibilities

The Government will provide the following on-site to facilitate execution of the contractor’s responsibilities:

Information: Government-authorized frequency parameters, channel configurations, and ELMR tower site details (to be provided by the ELMR System Administrator within five (5) business days of award).

Existing DAS Infrastructure: Existing coaxial cabling, donor antenna, interior antennas, splitters, and mounting hardware (available for integration).

Brig Access: Escorted physical access to the MCIEAST Regional Brig facility (Building 1039) during agreed-upon operational hours.

5.0 Deliverables

The Contractor shall submit the following deliverables in accordance with the specified milestones:
