About this opportunity

The Library of Congress issued a Justification and Approval for Other Than Full and Open Competition (Plan ID: 2026-LGD-0076) on April 14, 2026, for the development of baseline middleware to enable interoperability between the Library's BIBFRAME Linked Data System (BFLDS) and FOLIO, an open-source library services platform. The contractor will develop middleware capable of harvesting data from both systems, transforming data between formats, and supporting XSLT-based transformations in both directions, with REST-API and CLI interfaces for control and visibility. The Library justified limiting competition to a single source under 41 U.S.C. 6101(b) and FAR 13.106-1 because Index Data LLC is the only responsible source capable of meeting the requirements, possessing unique institutional and technical knowledge from its direct involvement in both FOLIO's design and development and BFLDS component development. The award to Index Data was anticipated for May 8, 2026, under contract LCLGD26P0009, with a performance period running from May 11, 2026 through November 10, 2026. Price reasonableness will be determined by comparing Index Data's quote to the Library's Independent Government Estimate and pricing from their prior contract LCLGD25C0002; the specific award amount was not disclosed in the public notice. The single-source justification emphasizes that awarding to another contractor would require costly duplication of effort, reverse-engineering of design decisions, and schedule delays, making Index Data's retention the best value approach.

Notice text

The Library of Congress (Library) is posting the attached Justification for Other Than Full and Open Competition (J&A) as a pre-solicitation notice prior to requesting a quote or otherwise entering into negotiations, in accordance with LC06.305 Availability of the Justification. Note: the award date provided in this notice is the anticipated award date for this action.

Action requirements are summarized below:

The Library of Congress’s BIBFRAME Linked Data System (BFLDS) currently works in tandem with FOLIO. FOLIO is a collaboration of libraries, developers, and vendors who are building an open source library services platform, with additional information found at www.folio.org.

The contractor shall develop baseline middleware that establishes a common way to harvest data from FOLIO, transform data to another format, push data to a different application, harvest data from a non-FOLIO application, and push data to FOLIO.  The scope for this phase focuses on realizing the data exchange loop described in the previous sentence for cataloger triggered events (such as after updating a description) and not bulk data remediation or transfer.  Focus shall be on successful data exchange and traceability, not speed or throughput.

Please see the attached, redacted J&A for additional information.

Awarded contract LCLGD26P0009 to unknown vendor for unknown amount on 2026-05-08.
