About this file
This is a Justification and Approval for Other than Full and Open Competition (Plan ID: 2026-LGD-0076) issued by the Library of Congress.
The Library is awarding a contract to Index Data LLC for development of baseline middleware to enable interoperability between the Library's BIBFRAME Linked Data System (BFLDS) and FOLIO, the Library's system of record. The contractor shall develop middleware that harvests data from BFLDS using the Entity Metadata Management API 1.0, harvests MARC records from FOLIO using OAI-PMH, transforms and routes data between both systems with logging and error reporting capabilities, and supports XSLT-based transformations in both directions (BIBFRAME to MARC/MARCXML and MARC/MARCXML to BIBFRAME). The middleware must be explicitly configured, versioned, and reusable, with exposed REST-API and CLI for control and visibility. The contract period runs from May 11, 2026 through November 10, 2026.
The Library is justified in limiting competition to a single source under 41 U.S.C. § 6101(b) and FAR 13.106-1 because Index Data is the only responsible source capable of meeting requirements. Index Data uniquely possesses institutional and technical knowledge from its direct role in both the design and development of FOLIO and development of core BFLDS components. Award to another contractor would require costly duplication of effort, reverse-engineering of design decisions, and schedule delays. The Contracting Officer (Veronica L. Price) approved this single-source award on 4/10/2026, noting it represents best value by retaining required expertise and minimizing duplicable costs. Advance notice will be posted to SAM.gov as a pre-solicitation notice prior to requesting a quote. Price reasonableness will be determined by comparing Index Data's quote to the Library's Independent Government Estimate and pricing from their prior contract LCLGD25C0002.

Justification and Approval For Other than Full and Open Competition
Plan ID Number: 2026-LGD-0076
Form Updated 12/10/2025
Part 2 – Program Office Justification & Approval
4. Authority for Contracting Without Competition Over $350,000
Up to and including $350,000 For this requirement up to $350,000, using simplified acquisition procedures under FAR part 13, the basis for contracting without providing for full and open competition is:
Only one responsible source is reasonably available to meet Library requirements. 41 U.S.C. § 6101(b); FAR 13.106-1.
Product or service is reasonably available from only one source.
Source controls copyrights, patents or other exclusive licensing arrangements.
Urgent circumstances; only one source can reasonably deliver by required date. Option years are not permitted.
Source is expressly authorized or required by statute: Identify the authority
Library’s needs can only be satisfied by a brand-name product The Product is listed the Library of Congress Enterprise Architecture Repository (LCEAR) database (Attach applicable IT Standard Data Sheet)
5. Rationale for Contracting Without Competition
We are authorized to limit competition on the basis of the citation in section 4 because:
The Library of Congress’s BIBFRAME Linked Data System (BFLDS) previously operated in tandem with Voyager and, as of June 2025, now interfaces with FOLIO as the Library’s system of record. BFLDS consists of the BIBFRAME database (BFDB), Linked Data Service (LDS ID), and the Marva editor, with LDS ID and BFDB built on the MarkLogic platform, which incorporates triplestore functionality. BFLDS and FOLIO were developed using distinct and not fully compatible architectures, requiring specialized middleware to enable efficient interoperability.
Under contract LCLGD25C0002, IndexData conducted a comprehensive analysis, working directly with the original FOLIO developers, of how BFLDS and FOLIO can be integrated. This effort produced detailed, implementation-ready recommendations for middleware design, workflow optimization, and data exchange.
IndexData is uniquely qualified to perform this work due to its direct role in both the design and development of FOLIO and the development of core components of BFLDS. As a result, IndexData possesses institutional and technical knowledge of system architecture, design decisions, and integration constraints that is not documented to a level sufficient for transfer to another contractor without additional time and cost.
Awarding this requirement to another contractor would require the new contractor to independently reconstruct IndexData’s prior analysis, reverse-engineer design decisions across both systems, and develop equivalent expertise.
This would result in significant duplication of effort, increased cost to the Government, and schedule delays.
Accordingly, IndexData is the only responsible source capable of meeting the Library’s requirement within the required timeframe, without duplication of costs.
6. Actions to Overcome Barriers to Competition Before Subsequent Contract Is Required
To increase competition, we will: continue to survey the environment for possible expertise.
7. Program Office Certification
I certify that the description of the Government’s minimum needs, schedule requirements, and technical information that provide the basis for this justification are accurate and complete.

0BPART 3 – CONTRACTING OFFICER DETERMINATIONS & CERTIFICATION
8. Efforts to Solicit from As Many Potential Sources As Practicable Unless a justification is based on FAR 6.302-2, Unusual and compelling urgency, contracting officers shall post justifications for other than full and open competition, including brand name justifications, to the Contract Opportunities website on sam.gov (or eBuy for Brand Name Justifications under FAR Part 8) prior to requesting a proposal or otherwise entering into negotiations.
Advance notice will be published in sam.gov for 15 days before a contract is awarded. FAR 5.203(a).
Advance or concurrent notice will be published in sam.gov for a reasonable time for commercial items FAR 5.203(a) and 12.204(b).
Advance notice will not be published because the action meets the following FAR exception:
Notice would compromise national security. FAR 5.202(a)(1).
Unusual and compelling urgency; notice period would seriously injure Government. FAR 5.202(a)(2).
Expressly authorized or required to be made through another Government agency. FAR 5.202(a)(4).
Order will be placed against an IDIQ contract awarded under FAR 16.5. FAR 5.202(a)(6).
Order will be placed against GSA schedule or other competitively-awarded contract. FAR 5.202(a)(11).
Other:
Advance notice will not be published per 41 U.S.C. § 6101; see attached deviation from the FAR per LCR 7-210 § 3.A.
We made the following efforts to interest potential sources in this award: a justification for other than full and open competition will be posted to SAM.gov as a pre-solicitation notice prior to requesting a quote or otherwise entering into negotiations, in accordance with LC06.305 Availability of the Justification.
9. Listing of Sources That Expressed Interest in Writing
The following sources expressed interest in this award: None
10. Additional Information
The following additional information is relevant to this justification and approval: None
11. Contracting Officer Determination that Price Is Fair and Reasonable As explained in detail below, I have determined that the prices for this contracting action are fair and reasonable based on comparison of the prices to the following (see FAR 15.404-1(b)(2)):
Historical prices paid by the Government Published competitive price lists Library’s Independent Government Estimate Prices obtained through market research Other: Prices obtained through competitive proposals
The following analysis (based on attached pricing information) supports my determination: This action is valued at approximately as documented in the Library’s IGCE. Once a quote has been submitted by IndexData, their pricing data, such as level of effort and unit prices, will be compared to the Library’s IGCE, in addition to the pricing provided in their prior contract LCLGD25C0002. It is anticipated that similar labor categories and levels of expertise will be required for this work, providing an accurate comparison for price analysis. Award will only be made after a price reasonableness determination has been made.
12. Contracting Officer Determination of Responsibility
Checked System for Award Management (or will check in the case of competitive proposals for a brand name product)
13. Contracting Officer Determination of Best Value I have determined that this action represents the best value to the Government because: As previously stated, IndexData is uniquely qualified to perform this work due to its direct role in both the design and development of FOLIO and the development of core components of BFLDS. As a result, IndexData possesses institutional and technical knowledge of system architecture, design decisions, and integration constraints that is not documented to a level sufficient for transfer to another contractor without additional time and cost. Therefore, awarding to IndexData therefore provides the
Plan ID Number: 2026-LGD-0076
Form Updated 12/10/2025 best value to the Government as it will allow the Library to retain required expertise and minimize duplicable costs on a limited budget.
14. Contracting Officer Certification I certify that, to the best of my knowledge and belief, this justification is accurate and complete. For those actions up to $900,000, I approve contracting without competition for this requirement.
