About this opportunity
The Federal Aviation Administration's Unmanned Aircraft Systems and Advanced Air Mobility Integration Office seeks proposals from State, Local, Tribal, and Territorial governments to support unmanned aircraft systems integration under the BEYOND Phase 2 program, with proposals due October 23, 2026 (as extended by Amendment 0003). The FAA will award up to eight Other Transaction Agreements (OTAs), not traditional procurement contracts, under authorities granted by the FAA Reauthorization Act of 2024. This is a non-set-aside, competitive selection restricted to SLTT government entities.
Eligible offerors must be state, local, tribal, or territorial government instrumentalities and must obtain a letter of attestation from the State Attorney General, Authorized Tribal representative, or Territorial Attorney General confirming their government status and approval by the chief executive officer. All offerors must register in SAM and provide their UEI number. Offerors may submit only one proposal as prime but may participate as partners in other proposals.
The BEYOND Phase 2 program targets four programmatic focus areas—infrastructure, scalability, safety, and automation—and five operational focus areas: public safety, controlled airspace, remote and rural areas with inadequate infrastructure, on-airport operations, and cross-international-border operations. The Period of Performance runs from the award date through September 30, 2028. There is no FAA funding; each party bears its own costs.
Proposals must be submitted as a single PDF file not exceeding 26 pages, addressing applicant eligibility, executive summary, detailed goals (maximum four), alignment with BEYOND Phase 2 objectives, Key Performance Indicators contribution, FAA requests and benefits, and timeline with feasibility analysis. Evaluation uses a single 5-point confidence rating scale (Very High, High, Moderate, Low, or No Confidence) assessing the entire proposal holistically. Applicant eligibility is a pass/fail criterion; evaluation sections 2 through 7 are evaluated together. Questions must be submitted by September 3, 2026.
