About this opportunity
The Department of Homeland Security's US Coast Guard is seeking a small business contractor to perform comprehensive dockside repairs for the USCGC BERTHOLF, a maritime vessel home-ported in Alameda, California. The contract involves executing eight critical maintenance and inspection tasks including fire detection system testing, crane maintenance, flight deck services, and oily water separator system inspection. Contractors must possess specialized technical capabilities, including non-destructive evaluation (NDE) operators, preservation specialists, and original equipment manufacturer (OEM) certified personnel. The procurement is classified under NAICS code 336611 for Ship Building and Repairing, with a specific Product Service Code (PSC) of J999 for Non-Nuclear Ship Repair in the Western United States. The pre-solicitation notice was posted on December 3, 2024, with responses due by December 16, 2024, indicating a relatively short response window for interested small business contractors.
The contract is designated as a total small business set-aside, providing exclusive opportunities for smaller enterprises in the maritime repair sector. The anticipated period of performance spans from February 11, 2025, to April 9, 2025, representing an approximately two-month engagement. While specific award values are not explicitly detailed in the pre-solicitation notice, the comprehensive nature of required services suggests a substantial contract opportunity. The work will be performed entirely at the vessel's homeport located at 42 Eagle Road in Alameda, California, and requires extensive technical documentation including Contractor Inspection Reports and Contractor Furnished Reports. The government will provide certain furnished property items such as a CB-OTH Mark IV boat, hook assemblies, stanchion bolts, and a smart bilge monitor to support the repair and maintenance activities.
