About this opportunity
The Department of the Navy Naval Supply Systems Command seeks cleaning and preparation services for USS NUECES (APL-40), a berthing barge, with proposals due August 16, 2026. Award will be made on a firm-fixed-price basis to a single responsible offeror with the lowest total priced proposal under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region.
Place of performance is Sasebo, Nagasaki, Japan. Offerors must currently hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region; those lacking such agreement must submit documentation of their approved and active agreement as part of the proposal package. Offerors located outside Japan must submit documentation unambiguously demonstrating compliance with DFARS 252.225-7042. Firms without an MSRA/ABR are ineligible for award unless adequate time exists for the Navy to assess their application and execute the agreement without impacting the vessel's availability dates. Non-MARAV holders may request an application package from flcy_msra_abr_group@us.navy.mil.
Performance runs from September 14 through November 16, 2026, with production completion by October 15, 2026. Work encompasses deep cleaning of interior surfaces from the 03 Level to Third Deck, excluding tanks and spaces entered by manhole, and includes compartment surfaces, ventilation systems, bathroom and galley facilities, and furniture. Cleaning must occur during standard business hours, Monday through Friday, 0700 to 1500 hours. Machinery compartments (Power Room, Diesel Generator Room, Air Conditioning Machinery Room, and Fan Room) are excluded. Amendment 0001, issued August 6, added a Questions and Answers document clarifying scope and requirements; acknowledgment of this amendment is required prior to the deadline. The NAICS code is 336611, Ship Building and Repairing; PSC code is J999, Non-Nuclear Ship Repair (West). Proposals must be submitted electronically in Japanese Yen using the FY26 exchange rate of JPY 150.4415 per USD 1.00.
