About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring structural repair services for Berth 13 at Portsmouth Naval Shipyard in Kittery, Maine. The project encompasses comprehensive repairs to restore deck loading capacity and extend the usable life of a 1940s-era wharf structure, including full and partial demolition, repairs to concrete deck sections, piles, beams, and steel reaction frame connections. The solicitation is unrestricted with no small business set-aside, and contract evaluation will utilize a one-phase source selection process based on best value criteria across the evaluation continuum. The Request for Proposal is scheduled for issuance on approximately January 22, 2026, with an anticipated contract award date of April 13, 2026. Prospective offerors must be registered in the System for Award Management (SAM) to submit proposals and should direct inquiries to Bruce Davis at bruce.w.davis5.civ@us.navy.mil.
This procurement carries an estimated construction magnitude between $25,000,000 and $100,000,000 and is classified under NAICS code 237990 with a small business size standard of $45,500,000. The contract requires completion within a 700-calendar-day timeline and encompasses approximately 25,000 square feet of construction area. A prior Sources Sought notice yielded two small business responses; however, the Contracting Officer determined insufficient small business capability to perform the required work, resulting in the unrestricted competition. Interested contractors should monitor SAM.gov for solicitation documents and related updates to ensure timely submission of proposals prior to the anticipated award decision in April 2026.
